With Goro and Shao Khan confirmed as bosses but not confirmed as playable.
The only people missing from the first three games are Smoke(either version), Kintaro, Kabal, Motaro, Rain, Sheeva, and Chameleon & Khameleon (if you count them). Then every character introduced after MK3 is currently MIA.
The character select screen we have seen (which is subject to have changed) has 26 spaces on it (plus one box for random and one box for selecting DLC characters). If Goro and Shao Khan are not playable, then the remaining four characters would most likely be Smoke, Kabal, Sheeva, and the rumored "Skarlet" character.
Though they are obviously planning on adding more characters via DLC, so more favorites will probably get in that way.
I could imagine human Sektor being downloadable. But it would be odd to add someone new (a 'rehash' at that) when there are still original characters to fill the gaps.

Unless human sektor plays a role in the singleplayer campaign, so they had to make a character model wand whatnot for him, thus making it relatively easy to make him a hidden character.
You know, I don't know a lot about Sektor and Cyrax's backstory. Were those their names before the Lin Keui decided they needed to start turning people into robots? I've never heard of any other names for them (besides their beta names of Ketchup and Mustard), and Smoke didn't change his name when he got the old Officer Murphy retirement plan.
Also, I just found out that apparently the Lupinko guy who leaked all that SSF4 and MVC3 stuff also leaked this game's roster.
The 22 we know of, plus the four I guessed (Smoke, Kabal, Sheeva, and "Skarlett") and Quan Chi, which actually brings us to 27. So I guess the roster screen is getting redesigned or somebody (probably Smoke or Skarlett) is a hidden character selected by alternate means.
My guess is that Quan Chi and "Skarlett" would be the hidden characters. Skarlett on account of being not a true character from Mk1-3, and Quan Chi on account of not showing up until after the original trilogy, production-wise.

That does look like an alternate costume for Johnny Cage, so I'm pretty happy they seem to be in. Likely as DLC, as in Street Fighter IV.

This looks so good in so many ways that I just don't understand this hasn't been done yet. Like, from what we've seen, this exceeds my wildest dreams of a modern MK.

His fatality from the first game is not that. He does spinning kicks in the fatality. There, all he did was uppercut and kick.
His MK1 fatality is spinning kick followed by an uppercut. It's so lame that the screen doesn't even bother going dark like it does with the other fatalities. But yeah, that x-ray move is not his MK1 fatality.
He has the same fatality in MK2 (in addition to his dragon one) where the screen darkens during it.
IIRC, the reason the developers made it so the screen doesn't darken in his MK1 fatality is because Liu Kang "doesn't draw upon the forces of darkness." 'course this was back when MK1 Raiden was just a giant dick looking for a fight. (If you beat MK1 with raiden, it actually describes how he got bored fighting mortals and invited other gods to the tournament. The ensuing carnage winds up wiping out human civilization. Like I said, he's a dick.)

That's kang for you. In one of the dev videos for armegeddon, Boon explained how Kang was always built to be highly accessible, a character made so that even new comers can pull off wicked moves.

Am I the only one bothered by the skull fractures not staying between x-ray moves? I never noticed it before this video, but like when Lui Kang punches sub-zero he fractures the crap outta his skull and then when before he kicks him the skull has been repaired and it refractures.

And the X-ray itself is fairly brief, so in the middle of a fast paced fight, it wont be an issue.
The only time I think this will be a problem is if someone's liver comes back after having been frozen and shattered by Sub Zero.
