But he noted that convictions would have "serious, serious implications," including forcing them having to register as sexual offenders for at least 10 years.

So it would depend on how long they waited to have kids.

This is the first I'm hearing this. I thought sex offender laws were draconian to the point of life registration, beyond whatever crime sentencing you get.

I'm not sure the exact states, but I think some areas of the US have "Juliet" laws that protect this if you're within a certain age range of whoever you're sleeping with.
