I like to think that their original aim was to include all of this content on release but they hit a content complete and code complete date and everything locked down. So they had a team work separately to finish the DLC and there will be some final tweaks and bits of code included in there. But if they were going to go this route I'd rather they do something like BioWare's Cerberus network where people who buy it new or at launch get a certain amount of the DLC content included with the purchase.
As it is, it feels like nickel and diming.
To be fair, as someone who once attempted made a mugen character (who I never thought ended up anywhere near releasable quality), there's a hell of a lot of space between having something that's technically playable in an alpha state and something that is at all balanced or anywhere near professional quality. Hitboxes, individual frame data for moves, all that crap has to be set, then you mess around with it and find out your low kick can't actually hit on half the characters when crouched or things don't combo how you want so you have to go make the hitboxes and set the frame data again, etc. It's perfectly reasonable that they could have the assets done for 12 characters and still have 6 months of work left to do on making them into something people would actually want to play.

Character design has to do with a lot of it, I'd imagine
Rufus is one of the most unappealing characters I've seen in recent years, from a design standpoint
Maybe he plays awesome, I don't know
Personally, I love Rufus. I think his character design stands out and is allot of fun. Personality wise, I think he's hilarious. Gameplay wise he IS a blast. People just don't seem to like characters that...
A. Are new
and/or
B. Don't fall into the category of badass or incredibly sexy
Gamers are very very very shallow. Big surprise, right? Unfortunately for me, I grew up worshiping Mick Foley, so I'm drawn to the unattractive goofy characters, meaning I constantly have to deal with people slamming my favorite characters.
Although, after seeing Rufus's and Zangiefs intro and cutscenes, I think there's going to be many more Rufus fans by the time the inevitable Street Fighter X Tekken Super Awesome DLC Edition comes out. Goddamn those two have surprising chemistry.

My gripe is that they're on there, but I have to wait over half a year to play them. I was going to buy this game with its current release roster, and I was going to feel good about it, but man... I really want those characters now.
That's my objection. Also some of those costumes, because I am a consumer whore.

Is it really shallow to not like something that is grotesque? I think most of it isn't the result of people wanting something "badass or sexy," I think a lot of people may just genuinely not like him. In my opinion, he's loud mouthed, has an annoying voice, and doesn't have any likeable qualities.
I mean, I don't think Gen, Sakura, Deejay or a whole slew of other characters are badass or sexy, but I like them well enough.

While there has been no definitive "everything is complete" source, there has been a lot of gameplay videos popping up. That guy that streamed for like ten hours this morning showed that the characters all have every move, super, tag, voice (japanese and english), as well as alternate costumes. Outside of some small things like voice overs in the intro/ending videos, everything appears to be intact and ready to go.
I'm fairly certain that when this DLC becomes available, it will be a few hundred kb unlock key instead of the over 1 gb download most people would expect it to be.

First off, YES, it really is shallow to dislike someone because they're ugly. At the very least it is superficial.
That aside, please, don't take personal offense over my statement. I wasn't referring to EVERYONE who dislikes Rufus. He has a very, loud, personality and I'm sure more than a few find it annoying. But lets be honest, the vast majority who bash Rufus, do so because they find him ugly. They could give a rats ass about his personality or play style. When I see someone hating on him, 90% of the time it's based on his appearance alone.
I think two things in particular back this up...
1. Bob. personality wise this guy is the polar opposite of Rufus. He's calm, cool, and collected. Hell, even the reason behind his size has a serious explanation. Yet most hate comments directed towards him could have been copy and pasted from a Rufus hate comment. This kinda leads me to believe its not based on personality most of the time.
2. As soon as you took these two infamous characters, put them in a CGI trailer where their personalities could shine, suddenly they get praise left and right.
As far as using Gen, Sakura, and Deejay as examples, I must raise my eyebrow in surprise. Many would say Gen is a badass. And many would say Sakura and/or Deejay could fit into the sexy category. I'm sure they're are some good examples of popular characters who are neither badass or sexy (this is not an absolute statement I'm making), but those three are poor examples.
If a person buys the game and immediately writes Rufus or Bob off because they're ugly, that's their right. Hell, they're only video game characters! But it will annoy the fuck out of me.

I'll concede to your first point, though I've never had anything against Bob. As for your comment on these three characters, I guess it'll differ from person to person. I don't find anything about Sakura or Deejay to be sexy in the slightest. I guess you do, but bear in mind not everybody will find the traits that you like attractive.
Regardless, I still think it's odd to take such an offense ay people not liking hideous character models in an environment where that doesn't have to be the case.
Take in mind that it's not only the fatness that turns people away from rufus. That hair, his voice and that fucking outfit. I really think that he's designed to be disliked. Which is fine, honestly. He's the comic character who everyone loves to hate.
Bob meanwhile just looks like a regular dude who's obesely fat.

Digging a little further revealed that not only were character models, endings and prologue DLC all on the disc that Capcom planned to sell back to gamers in an extensive DLC roll-out for the Xbox 360 and PS3, but all the move-sets and characters were entirely playable using a simple hex editor as detailed on EventHub. Proof of this is shown in a number of videos that Capcom had removed, however we managed to get our hands on this re-uploaded video below of Lei, a supposed DLC character, doing battle in a classic costume with his full move-set on display.
Capcom has been removing many of these videos as evidenced here, and here, which lets you know they're in damage-control-mode, but some people won't let them get off that easy.

Don't find it that odd. I grew up worshiping Mick Foley (Mankind in the WWF), the ugly fat comical guy amongst the perfect looking badasses like the Rock. Because of such I'm immediately drawn to characters with Foley's traits. Unfortunately, because of such, many of my favorite characters (like Rufus or Oghren) are constantly CONSTANTLY mocked and called "the worst character ever." Seeing personalities I adore ripped to shreds and seeing the constant comment of "nobody likes them" has made me incredibly sour towards those who rule out a character due solely to appearance. Perhaps I have SNAPPED a little. I realize how silly it is to get annoyed by this crap, but people can be pretty fucking mean out there on the web, and I guess I've had enough of that crap. Imagine being told essitially every TV, movie, or game character you like is terrible again and again and again and again... it wears on ya.
Personally, no, I don't find either Sakura or Deejay "sexy" per-say, but they are visually attractive characters. In the same way you may not be gay, but acknowledge that guy is pretty handsome, I acknowledge those two are attractive. Ya can't say the same for Bob or Rufus.
I'm wasting too much space on this crap, so I'll drop it. A person has to vent every once in a while and I sure as hell can't complain about Rufus haters to my friends of family!

Oh boy, King looks like a tekken version of Abel. Crossups and launchers? High AND Low grabs? KNEES TO THE FACE?!
My Bison/Abel team may need to become less capcom lover and maybe play a Tekken character.
As miffed as I am about the DLC and the 'Rog nerfs, I may as well keep the game since Amazon already shipped it to me. Feel from to add me on PSN, I'm Chorazin on there too.
Capcom has confirmed that 12 new fan-favorite characters will be available as Downloadable Content (DLC) on the PlayStation 3, Xbox 360, and PC versions of Street Fighter X Tekken later this year. The playable characters will make their debut on the PS Vita system when the game is released this fall, with the console and PC versions receiving them as DLC soon after. The character information and files were intentionally included on retail versions of the PS3 and Xbox 360 game to save hard drive space and to ensure for a smooth transition when the DLC is available, allowing players who choose not to purchase the content the ability to play against players that did. More specifics regarding pricing, dates and other additional exciting DLC plans for Street Fighter X Tekken will be shared at a later date. As a reminder, the retail version of the game will be the only disc-based version consumers will need to own and all future upgrades will come from post-launch DLC. The new characters fighting their way onto Street Fighter X Tekken are... from the Street Fighter side... Blanka, Cody, Dudley, Elena, Guy and Sakura will be playable and from Tekken... Alisa Bosconovitch, Bryan Fury, Christie Monteiro, Jack, Lars Alexandersson and Lei Wulong will all be available.
By the time the DLC Keys go up in fall w/ the Vita version the game will have dropped in price by at least $20 by then.
Totally on board with this plan. I am not supporting them full price anymore if they are going to finish a game and then cut chunks out to dlc us to death with.... that much later too. this is madness.

Ya know, if they announced that if you buy the Vita version you unlock key for the 12 on disc characters free for the PS3 version...I'd be totally ok with all this.
You all should get your names added to the OP so I have a handy list to use when adding people.
I've already paid for the game, and I'm really looking forward to playing it, but this will likely be a game I do not support post-launch. No extra costumes, colors, or DLC characters. Unless Capcom feels terrible and makes them RIDICULOUSLY cheap.

So you would buy it twice and get it once.

I am seriously frustrated with Capcom and what they have done with this game.
Not because of the DLC debacle....frankly I'm more upset at the people who are actually surprised at this point concerning Capcom.
I'm upset about the clear preference they have put on the PS3 version, with the significant amount of exclusive characters its getting. I get Cole and the cats, but why is Mega Man and Pac-Man also exclusive?
I normally stick to the 360 for fighting games. I have a TE stick for the system and a large community of friends dedicated to the fighting scene.
But the penny pincher in me can't justify buying it for 360 when the PS3 version is clearly the better value.
So since I blew my monthly budget on ME anyway, I think I'll sit back and see which console ends up having the most popular SFxT community.
catch them not blocking with a jab into a bnb, counterhit a low attack and go into a bnb, link from an overhead into a bnb
to be clear I'm talking about SFxT not SF4 but...
He has other options than headbutt in combos in this game. If you really have to you can substitute HP Rush Punch or just cross rush to your partner. His big damage is unaffected though since you are going to confirm into c.mp EX Torpedo to wallbounce if you have the bar. The only situation where this hurts is if you need to do a meterless punish on a crouching opponent without tagging your partner.
And of course outside of combos and anti air you will never use headbutt. I don't think it whiffing on crouchers is a big deal. He loses a tiny amount of damage potential in one situation only, and you can't do headbutt into super anymore so it's not like you're missing out there.
Except all these characters are content complete. Hitboxes and even AI routines are complete.

There was a stream yesterday where someone pit the CPU vs the CPU using the DLC characters on hard difficulty. Matches played out much as you would expect, DLC characters were clearly finished. Hitboxes didn't look any wonkier than usual, and the AI used character specific combos. The evidence leans pretty heavily toward the DLC characters being done. Balanced? Who knows, but nothing looked too out of place.

oh i'm not really bothered by him whiffing his headbutt on crouchers
i'm just saying, it would have plenty of uses against crouching characters (although yeah EX torpedo is probably going to be the go-to for the wallbounce, from what i'm hearing).

Dear god...
