Ability Power Katarina is a fun and crazy build. Most people build her for Attack Damage, Speed, etc, but you can go full AP and get her ultimate to be so ridiculous. Of course, you're also a one trick pony like that. Not worth much when your ult is on cooldown. But when its up you'll have the potential to get an Ace on the enemy team.
Ap kat has a really great early game, just falls off late game. I've played her AD, AP and tank. All of which actually work but different strengths for each build. Though tank doesn't really do a whole lot cept harass.
For AP Gangplank, don't forget a Lichbane. Using Parley will proc and use the effect awesomely. Shame it's hard to work in much crit with AP builds though.

From there you can pretty much go wherever. I usually go more defense so that I can be in the middle of everything and it ain't no thang. You can also go aura (aegis / soul shroud) or, if you're feeling spunky, AP.
I personally have had little success with an AP build though. Even with a Soulstealer and farming assists with Imbue. Just not enough pop for the investment.
Skills are pretty much what Bagel said. Start with Dazzle or Imbue based on lane comp. Then max out Shatter and Imbue. I usually don't pick up the ult until levels 12 and 13, since before then it will drain you too fast.
Don't forget that sometimes it's beneficial to not use Shatter and keep its defensive aura instead. This is usually only good if their like 66%+ physical damage (so the armor helps), or if your team is 66%+ magical damage (so the armor reduction doesn't help).
That would actually be kinda funny. Just sit in the middle of their lane somewhere and do nothing. Watch them wonder why they keep getting hurt, since pretty much everyone forgets what Teemo's passive is.
I brought this up on another forum (more competitive oriented) but it got kind of swamped by other stuff so it wasn't really discussed, perhaps people here have some thoughts. It's also posted to the official lol forums.
Has Riot said why the decided to make opponents names hidden during champ pick in ranked games? It seems kind of strange. If they want the game to be competitive (I think they do), knowing your opponents is part of the game. If ranked matches are supposed to be a precursor to any type of league or tournament play then it doesn't make sense to hide the opponents name because that information will be known in any kind of organized event.

It's so people don't dodge automatically seeing people on the other team

stand at just the right part in front of your tower so you will damage the melee champions hitting it and the ranged champions hitting it

I think it has to do more with the teams seeing what each other champion they selected.
This was supposedly the main reason why people would dodge.
AP Corki also falls into the crap but fun category.
Full AP nidalee is decent and extremely fun (why hi there 1.6k javs).
Full AP deathfire grasp Taric is boss - full burst combo can be hilarious and your heals will heal EVERYTHING FOREVER
Starcall Mage soraka is fun if stupid
Lich Bane Shen is hilarious.

it's also to avoid situations in which you know someone mains a champion and you ban that champion
The thing is I don't understand why that is a bad thing. Except for people who only play a single champ. But their champ could just be banned by chance anyway.
It's worked for a long time in dota and hon to make ban strategies AND pick strategies based on your opponents. It's part of competitive play.

my first game ever as twitch I told our evelynn to stack sunfire capes with me
I stacked tiamats instead but she fucking stacked sunfires like a boss and was doing the "invisible flaming evelynn" routine and it was actually effective
I thought a few pages ago people were saying auras showed up on stealthed characters (I think it was an argument for Malady over Stark's?)? Does the enemy just get to see a little ball of fire floating around then? :P

Also AP kat's shunpo hits for a ton, but figuring out when you can survive a KI shunpo or not is tricky.
I probably don't own twitch either

Sorry. A little late on this, but here goes:
Meki -> Boots -> Chalice -> (Nashor's <-> Spirit Visage)

thought i was battling the machine, like in terminator...

Ok, how about 6x Avarice Blade Gangplank.
Kind of stupid but kind of effective and you can transition to a legitimately good build with all the moneys.

So I'm kinda thinkin' about trying to get good at Evelynn this weekend.
Someone please encourage me on how good an idea this is.

and, she sucks
double-whammy of not playin' that shit.
Any suggestions for who I should unlock next? Should I just unlock XZ or should I save up for Ezreal or Malz?
But see I'm attracted to challenges. If I master a hero generally regarded as terrible, and become awesome with her, then have I mastered the game?
You've mastered that character and someone who has mastered a better character will still have the upper hand.
I agree with Mooman on this one. You should do someone else. You try / enjoy Cockmop? He's worth playing, has unique abilities, and isn't overplayed.
The problem with eve is that she's simple. Very simple. And is raped by oracles. So there's not much you can master.
Do Corki or something boss instead.
and by good at corki
i mean i am able to last hit for 20 minutes and then press e and r and win
i activated my ultimate and would ace them
