Does anyone know if you can you earn EVs in the Trainer House (Viridian City) in HG/SS?

OK so it doesn't function like the Secret Bases of R/S/E. Darn, I thought I discovered a way to use Little Cup pokemon with 252 EVs in a respective stat.
P.S. did you know Abomasnow can solo Palmer?

Erufun starts the battle by using Worry Seed on Regigigas. In previous incarnations of this strategy, the oponnent could Taunt to stop the strategy cold. However, Erufun's Mischevious Heart gives the move high priority. The only thing you have to worry is another Mischevious Heart user using Taunt, so train him for speed anyway.
Meanwhile, you order Regigigas to use whatever move you think is best for the first turn. Rock Slide, probably, but Crush Grip if you need to really hurt something at the outset.
On the next turn, Regigigas can do whatever (attack, Thunder Wave, etc.) while Erufun can do whatever (Seed, Taunt, Encore, but you can also switch out to my other partner for Regigigas: Gengar.
Gengar@ Life Orb/Spell Tag (if you're going by a "no repeated items" rule or whatevs)
Levitate
Shadow Ball, Focus Blast, Psychic, Clear Smog
Gengar's there to basically be Regigigas's Special attacking partner (to contrast Regigigas's physical power). His moves will help him fight the stuff that resists Regigigas, and he can Levitate above Regigigas's Earthquake. Plus, Clear Smog can shut down sweepers who like to set up.
So Poliwag and Vulpix were released on the Dreamworld last week. NOW Manaphy is gonna be uber again. That sucks, because I really wanted to use my shiny Manaphy =( On the other hand, they're gonna be so common that I won't even need to bring those two to take advantage of Rain and Sun pokés. Sandstorm team are REALLY gonna rain on my parade (wish I had mentioned rain teams so I could have had the opportunity to make a pun) if I don't have something ready for them, though, but we'll see.
Rockin, do think you'll be able to provide these Poliwags and Vulpi to some of us when the American version is released?
short version: Do you have a japanese copy of B/W?
I don't think you even need to complete your pokedex to pokéshift in BW.
I find it a bit funny that Smogon considers the offspring of hacked pokés to be hacked, but it's alright, it's not like I don't have means to catch parents and stuff.
And don't resort to using the GTS, I'm always offering flawless RNG-abused pokés here.
I thought in some cases offspring bred with hacked parents has screwed up code if you're using shitty programs.
I've read all the information of what's available on the Dreamworld and I still don't fully get how it's supposed to work. Why can't they just let us simple farmers have two animals mate like rabbits instead of go through the hoops?
Ooooh! Lepardas can also learn Encore on top of Torment!
Let's see... if I were to give Lepardas Torment, Encore, and Trickery (requires breeding with a Smeargle, but it's worth it), what else should I use for the 4th slot?
I just realized that, in a metagame where everyone and their Ditto uses choice items, Torment is actually a pretty good move.
Any suggestions as to what would be a good user of Torment?
That reminds me, ditto actually being good next gen is going to be ridiculous.
Oh yes, I really want to use a Ditto. Smash down sweepers with their own boosts, find out what their opener has before they can even move (and switch to an Espeon or Xatu to reflect their *********** **** Stealth Rocks), etc.
Let's see, as for the strategy, I can probably send it in as a revenge killer (well, not "killer", but...). Send it in on a choiced thing with Torment, or Torment something that used a fighting move last, to maximize Lepardas's chance of survival.
You could also try Sucker Punch, but Pursuit is more likely to work as most things are going to switch if stuck on a move.
Focus Sash might be a good idea, this pokemon doesn't really have good defenses.
However, even a doubled Pursuit isn't as much damage as a Trickery.
Then again, an 80 power move is worth more than a 95 power one if the guy doesn't stick around for the latter move.
So, Encore, Torment, Trickery, nad Pursuit?
Or maybe switch out Trickery for Thunder Wave (which also gets Mischievous Heart'd, if I'm not mistaken)?
I'm slowly building my desired Black and White team. So far I've got Ditto, Espeon, Desukan, Slaking, and now Lepardas. Maybe the last one will be a special attacker?
Hey, any suggestions as to what moves a Desukan could use? Right now all he is is an Escape-button-holdin' vehicle to bring in Slaking, and I'm not sure what to use besides Shadow Ball and Will-O-Wisp.

The idea goes like this: First, send out Regigigas and Erufun.
Regigigas @ Life Orb/Silk Scarf
Slow Start
Crush Grip, Rock Slide, Earthquake, Thunder Wave/Rock Polish
Erufun @ Leftovers
Mischevious Heart
Worry Seed, Taunt, Encore, Leech Seed/U-Turn
Erufun starts the battle by using Worry Seed on Regigigas. In previous incarnations of this strategy, the oponnent could Taunt to stop the strategy cold. However, Erufun's Mischevious Heart gives the move high priority. The only thing you have to worry is another Mischevious Heart user using Taunt, so train him for speed anyway.

Thoughts?

Someone will offer one eventually, probably hacked and shiny, then I'll just breed them down.

The Pokemon equivalent of the birther movement
Don't just ape everything Aaron Sorkin writes, it might be incorrect.
Any suggestions as to what would be a good user of Torment?
Landlos, Voltlos, Leparda, and Sableye have both the move and the ability.
Discounting the legendaries, Leparda seems like the best 'mon from that pool.
I could also use a wallish thing like Bastiodon, but Mischievious Torments sound like a lot of fun. Too bad Erefuun doesn't get Torment.
Hm. I wonder if anything learns Encore and Torment.
edit: Ooooh! Mr. Mime is wally and learns Encore and Torment.
That reminds me, ditto actually being good next gen is going to be ridiculous.

mind = blown

What item, do you think? Focus Sash?
edit:
You mean:
Focus Sash might be a good idea, this pokemon doesn't really have good defenses.
However, even a doubled Pursuit isn't as much damage as a Trickery.
Then again, an 80 power move is worth more than a 95 power one if the guy doesn't stick around for the latter move.

Not attack boosts?
Hm...
So, are you saying it might be better to just dump Trickery for Pursuit?
If that's the case, I think I will give him Thunder Wave instead. He can be a nice little annoyer.
Hey, any suggestions as to what moves a Desukan could use? Right now all he is is an Escape-button-holdin' vehicle to bring in Slaking, and I'm not sure what to use besides Shadow Ball and Will-O-Wisp.
Of course given the right opponent it makes the move absurd.
But like Grass Knot, Low Kick, and the Psychic move that attacks defense instead mileage may vary.
