Batman is dead.
Crime on the streets of Gotham City is worse than ever.
Corruption stirs at the very heart of the police force.
The Bat Signal has shone, unanswered, in the night sky for weeks.
The time has come to retake Gotham.
...
What This Is:
This is a game that will be run using
DC Adventures, and will be set in Gotham City in an alternate universe -- one where Batman is dead, Dick Grayson isn't around to take up his mantle, and Gotham City is becoming the hellhole it was before Batman took on the criminal element -- and worse.
This will, ideally, be a long-running game focusing on a group of heroes that are working to repair the damage to Gotham City in the wake of Batman's sudden, unexpected disappearance, and then to continue from where the Caped Crusader left off -- to, someday, reform Gotham City and make it the kind of city where people are not afraid to live.
The game will run in a episodic fashion, with smaller Issues and Plot Arcs that compromise a larger story. Every character will have their opportunity to shine, and ideally, the character's personal lives will be as much a source of fuel for the plot and drama as their costumed adventures. The most important goal of the game will be to tell an interesting, exciting story that is true to the Gotham setting: dark and gritty, with a focus on street-level threats, corruption in the city, and a sprinkling of madness -- with the convictions of the heroes as the last chance for the city.

The Dark Knight-ish tone I take it?
edit: Found my answer... I'll take a closer look at the rules.
Edit: Also, there are quickstart rules for DCA available on drivethrurpg to give an idea of the system, and because it'll be a fairly small game, I won't mind helping people to create character sheets/handle mechanical concerns.
Granted this was me after watching The Dark Knight and imaging what could* be a cool Third Film. And imaging a dark face off between batman and a fake batman in a desolate snowy landscape.
Wonder if it could be altered a bit. My knowledge is mainly from the Animated Series and Films along with a few arcs (Arkham Asylum/Morrison, The Killing Joke, and Dark Knight Returns but thats kinda)
Sorry, that's how it is.
As I said it was an idea I had after watching the movie, not for the game :I But duly noted.
Not murderous vigilantes, guys.
I was pretty excited about this game when I first heard about it, but I'd somehow miss the release information.

@Cap: before you go whole-hog on a sheet, hearing what you've got in mind for a character would be cool. If I get more response than I'm willing to take as players, I don't want people to have wasted time building a character they wouldn't get to use.

The Bloodhound:
Relentless hunter of crime! I'm thinking he's a bit of a flying brick minus the flight. Probably some animal-ish stuff to help fit the theme like scent, hearing, and speed. He works as a PI to pay the bills, so he's pretty good at finding people with good, old fashioned leg work to boot.
Tries to adopts a real tough guy act while on duty, but he's still working on the persona. That growl is pretty tough on the vocal cords, you know! He's really pretty jolly when he's off duty and sometimes when he's still on duty...
The Wraith
Master of stealth and misdirection! He's rumored to be the ghosts of all those who have died from crime in Gotham. Everyone who has seen him swears he's a specter of some kind. Or at least is a military scientist who made his own prototype stealth suit. Gotta be a gadgeteer. Has all sorts of tricks to scare the living daylights out of crooks by making them think they're fighting a ghost. Bullets never seem to hit him, thanks to his sound-dampened armor. Creative use of ventriloquism and smoke bombs will freak even the most down-to-earth person out. Probably better than the average thug in a straight up fight, but mostly relies on his gear and brain to sort out the bigger problems.
He's got to be a bit more careful in the future, though. The military is kinda curious where all that hardware keeps disappearing to, and he's got those parents of his who rely on him to bring home a check. It just wouldn't do to lose his job just so because he wanted to get some field testing data!

There's stuff to consider either way, basically, but I feel like you're coming from the right place.

There's a funny thing with life and how things turn out. You never expect to end up where you end up when you end up there; it's only when you look back in hindsight that everything seems clear.
When you look at Gotham, at its history and the Waynes, it makes perfect sense. You get involved with the Wayne family and pretty soon you'll have a Bat on your chest and you're one of Bruce's soldiers in his war on the criminal element. You join the crusade and it's only a matter of time before you die at one of their hands. Shot by the Joker. Crushed in Bane's hands. Hypoxia from Ivy's plants. Iced by Victor Freeze.
But that's the thing... once you get pulled into the fight, you can't just hang it up. It's addictive, like the best high. You put down a maniac in a costume with a punch to the sternum and there's just nothing better. It sounds crazy, like I'm a junkie, but can you blame me? What else am I supposed to do? I mean, someone's gotta to do it. Gotham needs a protector.
Gotham needs Batman, but they'll have to make do with a Batgirl.
I told Arc PL 12, that is accurate
Oh, and I've been thinking about costumes.
The Wraith's armored suit is a ghostly, shifting gray when it its passive state. However, when activated, it has active camouflage and sound damping. Perfect for having a ghostly voice from nowhere. The skull mask covers his face, but it is transparent from the inside. Where the eyes should be, there are only two glowing, red pinpricks (from enhanced vision, natch). The utility belt is mostly concealed by his gliding cape.
Thinking something like this:

I suggest people take lots of complications. Just slather 'em on, glaze your sheet with complications. Mmm, delicious complications.
@Capfalcon: I'm liking the Wraith. I think if you fleshed out his background a bit, he could be really solid. I'm not ready to make final selections just yet though -- I want to give a couple of other people an opportunity to put up their concepts before I select the three players for the game.
With that in mind, it's your call whether or not to start working on your sheet; worst case is I comment on the mechanical direction of the character, best case is I like the way you build the character and it sways my opinion.
I won't let a sheet I don't like sway me against your concept/hurt your chances if you're willing to work with me on problem spots, either way.
He would have become a hero because all he knew of Ivy was of a matronly woman who protected them during chaotic times. She even gave them up to the authorities when she thought her powers were killing them. So he decided to become a hero to shine a positive light upon the Ivy name.
edit: Just wondering, is Ivy still around in this setting, and if so is she still a villain?
Yes and pretty much yeah
I'd like to make someone like the lead in An Innocent Guy in reverse: He's done plenty of bad, and now he wants to do a good deed to truly find moral value. This is after about 5 minutes of thought, though, so it will probably change.

Ashley Scott's introduction into the world of vigilante crime fighting was not dramatic like the death of Bruce's or Dick's parents - orphaned when she was fourteen, her parents were killed in an alcohol-related traffic accident in Coast City that forced her to move in with a distant aunt and uncle in Gotham City. She spent the next three years in a funk of depression, barely maintaining her once-pristine grades.
She turned to drugs at 17, becoming addicted to crystal meth and heroin. It wasn't long after that she resorted to stealing, fencing her aunt's jewelry and other valuables to feed her habit. As her addiction grew and it took more and more drugs to hit the same high, she sought out all of the dealers and offered herself up in exchange for free product. Soon she was one of the best runners in Gotham City, a wellspring of information on the drug trade.
--
"So you're probably wondering how I dug myself out of that hole of a life.
Well, being one of the best runners in town, you learn a little bit about everything. You learn when to watch, who to watch, and why. Tim, Dick and Stephanie... they wanted to attack the drug trade head on. So I became an informant... and I watched what they did. I saw them so many times as they would bust in on some crack den and just clean it up... I guess something about it just struck a nerve.
So I asked them to teach me a little self-defense. I started small, you know, just a couple moves here and there to protect myself. I guess eventually I impressed them enough with all of the information and the skills I learned. And I promised to go clean.
Sure, I still think about it. Addicts never fully recover, you know - it's always there, the hunger. But eventually you learn to work with it or around it. It's just about willpower."
--
After being trained and proving herself to Tim Drake, Ashley was officially adopted into the Wayne family. When Tim disappeared the sole responsibility of protecting Gotham in the name of Batman fell on her shoulders; by that time, Stephanie Brown had been killed in action.
--
Complications:
Responsibility: Ashley feels the need to remove the criminal element, drugs especially, from Gotham City due to her own checkered past. She has inherited the Bat Family duty of Gotham being 'her' city.
Recovered Addict: Ashley spent nearly two years of her life high as a kite; some facets of that personality remain, and should she ever be exposed to those drugs, it'd be a hard prospect to resist (or a hard hold to break), and this has given her a...
Hatred: Drug dealers. Her focus always tends to shift back towards thwarting drug dealers, often through violent force.
Identity: Obviously, Ashley's double life as Batgirl often interferes with her own duties as acting beneficiary of Wayne holdings and her ongoing education.
Relationships and Nemeses: As the only member of the Bats currently still operating in Gotham, this has granted her the support of many of Batman's allies (such as Alfred Pennyworth, the stalwart Butler) as well as most, if not all, of his enemies, such as the Joker and Two-Face.
Arcanis is who inspired me to run this game; his Batgirl character is in, pretty much hands down.
If you want to talk to him about fitting your character in or work backstories together etc, or just keeping in mind that the Bat clan is still functioning under the control of Batgirl as of game start, that wouldn't hurt.
i don't want anyone to be angry at me if they bought the book and then aren't one of the players selected for the game
You mention in the OP about playing modified DC Universe characters. Since this is my first time with the system/character creation, what are your thoughts on a time/universally/alternate reality-displaced Terry McGinnis?
