I'm going to end up buying a present like last year, but I think this year I may even try my hand at crafting something extra like some of you did last year. All of the handmade presents looked really cool.
Is it kosher to enlist a third party to ask your Santee certain questions? Like "what's every single ___ game you have, so I don't accidentally get you something you've already got?"

I hope I get someone a little closer than on years before. I have a set limit on how much I can spend on this little dealie, and while it's generous, it means that far-away Santees get more of dat money spent on shipping.

If you're really on your A game, you can find out what games they have easily. For a 360er, just look up their gamertag and check their achievements to see pretty much any game they own and/or have played.
One of the keys to stalking is to not limit yourself to this forum alone. Do they participate in other forums? Are they on Facebook? MySpace? Twitter? Google their real name. Google Satellite their address. Their work. Do an address search to get their phone number. Call them at odd hours of the night. Look in their windows. Cut a lock of their hair while they sleep.
I almost did my first year participating - my santee went to the same school as me, and I saw his address was within a 45 minute drive. My original plan was to dress like santa and take a polaroid of me on his porch and leave it with the gift. Unfortunately school got in the way. I sent him a shirt with our school's logo and stuff on it, and in his card referenced the building most of his classes would be in for a bit of creep factor.
Unfortunately I don't think I'll be in the financial position to take part this year, but I'll definately offer my proxy services for anyone who needs them.
Last year I offered up my wife's email in my 'clues about stuff what I like' post so Santa could quiz her on my existing game/DVD/comic collection without alerting me. Worked out well.

So, November eh? Is that going to be enough time seeing as you have the sign up date + the time to allow for sign ups + the time to allow for randomizing/matching the names + the time to allow for sending santee assignments out + the time to allow for stalking + the time to allow for shipping.
When did we start last year? It just seems late this time. By the time we have our Santees it'll be mid-late November easily.
A couple of years ago a Santa of mine also lived in Toronto, so she hand delivered her gifts to me. We met up at a major mall (which I happen to work at and she's familiar with), and they were a blast to chat with. Her and her boyfriend are awesome, and she chose awesome gifts, even on a shoestring budget.
