yeah desco is disgusting, i reincarnated her once, got her to level 1000, then reincarnated again, i've done 9-4 over 200 times now, but since i had no statisticians it was a little slower going, now i'll be able to shoot everyone up rather quickly

Couple of questions.
1) Do innocents appear on the levels with item world bosses i.e. those divisible by 10 with the general/king/god?
2) Is there any point to going down the innocent route? Since as far as I know, Innocents have a maximum stack level, so making them stronger, sooner, is only a temporary boon, as opposed to the item's stats growing more? Do they maybe appear more often?
3) Am I right in thinking if there are no innocents, or they are all subdued, you should absolutely always choose the item route?

The innocent route has a chance for random innocents to pop up. And I've seen them pop on boss floors. I don't know about preexisting innocents though, I've never seen them do it yet.
The innocent route's big claim to fame though is that the further you go in, the better the bonus you get for subduing innocents. Normally the bonus is x2 when subdued, right? At the max bonus, you can actually get it to 3.9x. Before duping, there was a way to use this to rapidly get lv19998. With easy duping now though, I suppose it doesn't serve much purpose anymore.

Mmmmm, after examining the item boost route, a question occurs. Is it possible to boost an item's level above 100? If not, both routes ultimately are useless, no?

you get 50-75 levels from reverse pirating
which means you want to get to level 250 from leveling, item boost gates, and level spheres

but i mean i would adjust this as i got lucky, or if I noticed i was going to overshoot my goal or something

this is the process as far as i know
1) fill inventory with like ten mr gency exits if you can, definitely have at least one
2) clear item of innocents using an enforcer, swap in innocents of the stat you want to prioritize on the item (atk, spd, etc), so like "gladiators" or something. having them in the item at the time of leveling apparently has an effect that ends up being tens of thousands of stat points endgame :S
3) clear the item up to level 10, but not including level 10. In level 10, kill the item general, use a mr gency exit. you get points for clearing levels 1-9 and points for killing the item general. Now save, re-enter the item, still at level 10, kill the item general again. Clear the whole floor if you want a mr gency exit from the bonus list. This is Double Killing the item boss, because you killed him while leveling 1-9 and level 10.
4) If the item didn't take you to innocent town, reset. If the innocent town doesn't have the courtroom, reset. In the innocent town courtroom, pass a More Atk (or speed or movement or whatever) bill. Apparently if you do absolutely all the minmaxing in the entire game it only takes the bill at level 10 to get to 99,999,999 in a stat (according to some gamefaqs guy)
5) clear floors 11-19, double kill the boss at level 20, pass another bill
6) do the same thing for floor 30, BUT since you killed an item KING, you get a new POP slot, so put in another innocent. When you double kill the item KING, you get your eighth and final POP slot, so put in the eighth innocent too.
7) keep on trucking up to floor 40 and then 50, make sure you get enough level spheres.
8_floor 60 doesn't have an innocent town courtroom, no idea why
9) floor 70 CAN have an innocent town courtroom! pass the sixth and final bill here
10) continue all the way up through 80 and 90, double killing all the item bosses as usual
IF THIS IS A LAND OF CARNAGE RANK 39 ITEM (look at this chart to learn their names and stuff)
i) gency out of the item at level 99 (not 100)
ii) switch to the land of carnage
iii) beat level 99, go into level 100
iv) steal the r40 item in that category from item god
v) if you lucked out and there's a deathblow panel and you can kill item god, may as well! otherwise, gency out, return to regular world
11) beat item god at r100, you should be item level 250 or higher. you don't want to go over 260 though i think, because that can make reverse pirating less effective maybe? I dunno for sure!
12) do the reverse pirating. on each stage, make sure you kidnap the level sphere (yellow-ten levels, red-fifteen levels) and kill the item boss. this should get you to level 300

man my brain is going to explode, I attacked the laharl pirate in the top 10 pirates today, he has like all the special characters unlocked and everything is 9999 with maxed out stats, I can't even fathom doing something like that, and here I am happy with my level 500+ crew -_-
Don't worry. There's only a small percent of people insane enough to do all that grinding. I'm pretty happy at the progress I've made, which is more than I made in D2 and D3 (thanks to the duping trick).

The Duping trick has made it possible for me to have more fun in this game the previous 2, I really hope they don't patch it out.
Well, it really just takes out the infuriating grindy parts. Like, I don't mind trying to max out an item, but then I have to do it forty more times? Fuck that.

So, in the past, I've always used the "combine nay senators into higher leveled aye senators" strategy of passing bills, but that's kind of tedious, is there an easier way to get bills passed?
Yeah, the layout and the fact that nays jump forward makes it a pain. Not like in D3 where everybody remained parallel with each other.
There's always mass bribing. If you put the Rosenqueen evil symbol on the Ordeals 4 map space with a person in its effect, the souvenir shop sells muscles, orbs, shoes, and glasses. They're all good bribing stock. I think it's the dragons that like muscles, orbs for gargoyles, shoes for dogs, and nekos for glasses. I think the bone dragons like weights, and though you can't buy them you could always mass dupe a whole mess.

Desco is best! She's such a monster power leveler, since experience is given to both her and her fuse buddy when she slaughters peeps. Just give her the Statisticians, fuse her with the monster of your choice, and go to 5-2 or 9-4 or MoO4.
Fusing Desco with a Zombie I find lets her solo entire maps.

Yeah, for 5 and 6 you HAVE to do some power leveling. Such a huge curve from 4, and just level matching post-game 5's "boss" still won't let you win it since he's a veritable bad ass.

also i got super bored of refighting the gency levels so i just double killed the bosses and ran to the item gate after like two or three times in an item
There was a similar club in D3, and it was just a flat % increase per member, so I assume it works the same. If you really want to improve your odds, then increase the symbol spaces in chara world

Anyone who said you can't get the true ending the first time around is lying. Furthermore, it's flat-out bad to get. No unlocking of the Android class, no post-game, etc. I basically have to waste hours plowing through the campaign again because I saved right after the trigger point for the ending(and my last save before that was 20 hours earlier).
If I ever replay the main story again, it will be too fucking soon. Even if you have a team that can destroy everything in one hit, some chapters and maps are still an absolute slog to go through. Chapter 4 in particular can go fuck itself.

awesome, I should really beat soul nomad one of these days, and play some more disgaea, I beat the main story and played a little bit past to level up my guys, but I can go so much further.
