As someone who did PC repair for two years I can attest to this technique. You can also try and make sure all the screws are still secure but that probably won't help much. Long term solution would be a new PSU or PSU fan.
pro tip: In the event of replacing the PSU fan, don't be a lazy bastard. Actually screw the whole case back on the PSU before powering it on to make sure the new fan works

It should be mentioned that the utmost caution should be used whenever you're working on the insides of a PSU. The capacitors can retain enough charge to hurt or even kill you for a long while. This also applies to working on the insides of CRTs, but not so much anymore with CRTs becoming more and more uncommon.
Speaking of capacitors, they can also give off high-pitched whines.
I like to log in, play for 1-2 maps, and quit. Surf some forums, play some geometry wars, etc. Maybe play some more TF2 in an hour or two. I don't really play TF2 for extended amounts of time.

The drop system is currently spaced. You roll not for whether you'll get an item, but when. Hit that amount of playtime, and your next weapon drops. The intervals are pretty widely spaced, so yeah, sometimes you'll go a whole (reasonable) play session without seeing a drop.

How long are we talking? Like a 20 second respawn?

A 20 second respawn time does often feel like eternity...
There's an easy way to tell if it's the fan: stick a plastic spoon in the fan until it stops!
