The Guiding Principles and New Rules document is now in effect.
I've used proboards for a couple different forum groups. Very easy to setup/maintain and has a good variety of security controls. You can pay to get rid of their ads, but I've never really seen a point to it.

If you'd prefer to have more control over the forum, you can also get web hosting space (free or paid, though in this case you're likely to get what you pay for) and install a free BBS software like phpBB.
I've been pretty happy with Dreamhost. They're cheap and have a one click install for phpBB. They're $8.95 a month and you get a free domain with that.
They are very familiar with SMF and hosting for SMF. I pay like $9.95 a month for my hosting and $10 a year for the domain, though they generally do a promotion for a free domain with hosting. They have a plan thats like $5.95 as well, its just less space.
The service however is great, they're also incredibly responsive and know how to help if weird errors come up. They also have one click install for quite a few software packages including phpBB or SMF using Fantastico through cPanel.
But I think what I like most about them is they don't oversell shared hosting like a lot of hosts do, so the site doesn't eventually slow down as they overbook the server.
