Often when I'm ever asked for advice it usually boils down to "Why am I stuck in a rut?" or "How can I get women to like me more?"
The advice I tend to give people in both situations is generally to learn something new. Develop some kind of skill or ability they can take pride in and/or use to put themselves in a better position.
The follow-up question to such advice is almost universally "Like what?"
Now I have a few answers to that question, but I wondered what others may think of.
Bonus points for it to be a low financial cost or easily developed skill/ability.
Extra bonus points for it being something a person can do socially.

I would seriously seriously recommend learning how to draw. Learning how to be the next great artist is very difficult, learning how to draw something that will impress other people that don't draw is actually not that hard.

learn to bike, yes. then join a group that goes on regular rides.
learn to make ice cream, yes. then do it at the next office party.
learn to draw, yes. then spend time at the park sketching.
learn to play an instrument, yes. then host a jam session - themed, preferably!
any talent can be learned for personal fulfillment, but the biggest boost you'll probably get is in BEING in a different place than your usual rut. and BEING in a different place leads to new experiences and new people.

Martial arts! Quality fun, excercise, self defense, confidence builder, etc.
I came in here to say this.
Qualifier: make sure you spar somehow. I don't mean that you should beat your team mates into a bloody pulp, but you gotta test and improve your skills against other players of same or higher skill level. Here are a few martial arts that are well known for having good sparring:
Muay Thai (aka Thai Boxing)
Kyokushin Kai Karate (take note, not all Karate styles are created equal)
Boxing
Brazilian Jujitsu (aka BJJ)
Judo

Plus it's more fun to learn than a spoken language, and it's easier to learn because you're using memory plus motion instead of just memory.

Needs next to no money to start and can last your whole life.

Also, not really a skill per say, but learning a lot about wine & food can get you a lot of mileage in social situations.
An incredibly handy skill that, one can almost universally pick up, and can be applied to and generally improve your life ~3 times a day.
Low financial cost? Check: Subset of hobby involving being super frugal and making delicious things? Yep.
Socially? Super-check.
