If your friend has a PS3, he could make a Japanese account, order a point card from Amazon Japan and buy the PS1 version of it from the PS archives store for 600yen.
If he lacks a nintendo wii, megaman 9 and 10 are EXTREMELY similar to megaman I I in playstyle, right down to mega being unable to slide, and the lack of an Mbuster. Other than that, virtual console megaman 2 all the way.
If not, the only thing you can do is pick up a NES with Megaman II.
or a gamecube using Megaman Anniversary collection which is also available for the original xbox, but is compatible with 360.... oh and like $10 as that seems to be average price if you find a copy.

The Gamecube version has the buttons reversed (B is jump and A is fire) and as far as I know there's no way to change that. Some people might not care, but anyone used to the original or classic games in general is going to find that awkward at best. The PS2 version is fine, though it looks a little fuzzy compared to an NES. Wiiware or a real NES is probably your best option.
There's also a port on the iPhone which is probably horrible.
Actually it's pretty good. I have it for the ipod and although the touch screen is inferior to real buttons, the game still plays fine. It was totally worth the couple of bucks I spent to always have Megaman 2 with me.
Edit: I thought I would add that it's actually not just a port. There are multiple difficulty levels and it will save your progress. Also there is a stage select screen for the wily levels.
Plus if for some reason you have a Genesis instead of an NES you could look into Megaman: Wily Wars...although the controls always felt quite a bit more floaty than their NES counterparts (although at least you get to pick weapons from 1, 2 and 3 to harass Wily in an ultimate final stage).
...But that'd probably be more expensive than finding an NES and a MM2 cartridge seeing as you'd basically have to buy a Japanese copy. Wikipedia says it was only released on the Sega Channel in North America. This is why we have the Something Awful LP archive, though.
