If I designed it, the way I would do it is that the first implant takes the least endurance to install. For every subsequent implant, the amount of END you need increases. So to get every implant you need a high endurance, but to get a select few only a couple of implants.
Not saying that's how it works, but that's the way I would have designed it.

IMPLANTS:
The cost of implants are astronomical, even with a huge barter skill, you need caps in the thousands, or tens of thousands. They are not tailored to low level players.
Agility Implant + 1 AGL (End, AGL < 10)
Charisma Implant +1 charisma (End,CHR < 10)
Sub-Dermal Armor +4 damage threshold
Endurance Implant + 1 END (END, END < 10)
Intelligence Implant + 1 INT (End, INT < 10)
Luck Implant +1 Luck (End, Luck < 10)
Perception Implant +1 PER (End,Per needs to be < 10)
Moncyte Breeder: slowly regen lost HP 1 hp every 10 sec (need necessary funds and END)
Srenth Implant +1 STR, (END, STR < 10)
Purchased from Doctor Usanagi at New Vegas Medical Center and only there. Need Endurance to handle implants. (1 endurance per implant)
So essentially you need 6 endurance to get the whole SPECIAL package and 8 to get the extra two? Hm. Time to rework my build.

And it would have been 7 and 9, not 6 and 8.
If Endurance would've required one and given one, it would've essentially been a free implant, yes? There's seven SPECIAL stats.

It might still be true, the problem is that the guide doesnt describe the prerequisites that well.
I feel like it would be smart to just choose 2 of the SPECIAL stats to not get the implants for so you wouldn't have to start with such a high END. I mean do you really need the CHA implant? Probably not unless you are doing a specific build.
With careful avoidance i've managed to maintain a state of almost complete ignorance about NV, but the stuff i'm picking up from general browsing is making me want it very much indeed: Just read something about the guide being longer than War and Peace!

The specific wording from the guide is "need the endurance to handle additional implants" no further explanations, the part of it being 1 for 1 came from another dude who's friend has the game.

If Charisma wasn't tied to companion's effectiveness now, I'd feel the same. But I at least want a few points in Charisma that they're not just a hindrance.

The only that that matters for me in terms of companions is how deliciously plump they are.
Given that money in this game is going to be pretty much free(I could totally be wrong) it seems that pumping two points in endurance will give a return of six points overall. Even if you were never going to use that endurance(and that'd be hard given that it does little more than give you bonus hp) getting one to every other stat seems too good to be true. The armour and health bonuses for having 9 endurance are just icing.
I can't help but feel like my plan to try and snag the collector's edition of this from Wal-Mart before work tomorrow is a bad idea... in that I will then have 8 hours of work before I can play. Of course, it may also be reward enough to keep me at work even with this horrible cold.

I might get barked at for this, but I wonder if the next Fallout would ever have a Realistic Hardcore mode, where you can kill or be killed in 3-6 bullets, and big things like super mutants would take 10. I'm just saying, I never said that Fallout needed this mode, I just think it would be interesting. Or perhaps that slider idea someone had a couple a pages back, and you could put damage for you and enemy up to 300%, that would be cool as well. Also, it seems that NV might have something I nitpicked in Fallout 3: Theirs really nothing to do with a lot of characters after you explored their speaking options, unless their merchants or repairers. Something that Oblivion did was making it doable that you could talk to the same guard throughout the game, whether thats asking rumors or playing the like/dislike wheel. Maybe what I'm saying is that I just want to be able to ask about rumors in the wasteland, I don't really need the wheel game. I don't want characters to be one time experiments, like that salvage guy in Megaton with his daughter. Also, are there any recurring random encounters, such as Caesars Legion and NCR constantly fighting over a spot? Or does that happen once and then its done? Or at least the two groups randomly traveling and than stumbling on each other and killing each other?

It sounds like something that would be better left for a mod. Go ask the modding community as too few people would use it for it to be efficient for the official devs to put time into working that feature into the game

Prices on Implants in case anyone havent seen them
The seven stat boosting implants cost 4,000 caps each. The Sub-Dermal Armor costs 8,000 caps, and the Moncyte Breeder costs 12,000 caps.
Thats alot of caps, but I'm glad its expensive, in Fallout 3 caps seemed pointless at a point, since there wasnt really that much stuff to buy in my opinion (other than stockpiling endlessly)
Edit: And a little bit of info on possible housing
* A VIP room upstairs in The Tops. (only temporary)
* A penthouse suite in the Lucky 38 casino.
* A room in the Atomic Wrangler Casino

I dunno. 6 maybe. I don't think you need all 9. 7 sounds fine to me.
I don't think +1 CHA, +1 STR, or +1 Luck, would really affect much especially if you consider in power armor.
