Unless I am, again, incorrect, the first public objective will be revealed the first time someone chooses bureaucracy.
I think it's supposed to be one at the game start, one for every Bonus Counter on Bureaucracy when it is selected, and one when played by its selector. When playing with the expansion Strategies, there is an additional Stage II Objective Card in the deck and play is to one fewer Victory Point.

I just looked it up in the book and I didn't see it, is it in the expansion rules or errata somewhere?

Of course the rules for the Expansion Strategy Cards will be in the Expansion Rules, silly. Page 9 of the Expansion Rules, to be exact, under the Option 2 heading.

I'm with Rend, I think the first public objective is revealed when the Imperial Strategy Card is first picked.
For the base game, this is true.
For the expansion strategies, you add an extra stage II objective and don't reveal the first one until someone plays Bureaucracy. From the page cited by MrB.
Looks to me like the first one is revealed immediately upon creating the deck, so let me just go re-do the stage 2 objectives and reveal the top of the stage 1.

Gah, you're right. Not sure why I messed it up.
It's alright, we all have to reacquaint ourselves with the rules.
The first public objective card has been revealed:
(NOTE: all Public objectives will follow the following format - [VP] Condition)
[1] I have 5 technology advances
At the end of each full turn (after all players have passed for their final actions in the turn) you may choose to claim one objective whose conditions you meet. Objectives are claimed in initiative order (which is determined by the strategy you chose at the beginning of that turn).
We are playing to 9 victory points.

Oh yes, I forgot to mention this, though it's in the rules.
When creating the galaxy, hex placement snakes back and forth. So player A will go first, followed by B, C, D, E, F, then F again, E, D, C, B, A, then A again, B, C, etc. until all hexes have been placed.

Thanks for reminding me of this. Been awhile since I played so I'm a bit rusty on the specifics- you are going to receive your secret objectives now.

Edit: Proved to be wrong!

Very correct, thanks!
