The Guiding Principles and New Rules document is now in effect.
If you can find it, Tales of Destiny II. Pretty decent story, often hilarious writing (though not always intentional), and my favorite implementation of the Linear Motion Battle System. Also has the most badass final attack in any game, ever.

Also what everyone else is saying. But first Vagrant Story.
Vagrant Story had one of the best storylines I've ever seen. It was seriously at the top. However, the gameplay was annoying as the game progressed. I found it to be a match-fest with elemental properties. If you don't have the right element on your weapon, you do like 5% damage to a bat.

First time I tried playing the game the combat system was frustrating and I don't think I made it very far.
Second time I faqed my way to a set of a couple uber weapons, and it was the best gaming experience I had on the PS1. That's how great the story and presentation is. Once you can wrap your brain around the weapon crafting system (which I admittedly needed help on), you can start to open up the combat system a bit and have a lot more fun with it.

Yes, a thousand times Vagrant Story.
I'd highly reccomend downloading Zy Nichols' FAQ, and reading through the crafting stuff - one of the best FAQs I've ever read, and he covers that aspect of the game really well.

DQVII - Supposedly if you can get past the beginning there is a good game there, but since the intro is like 5 hours long and boring as hell that never happened.
All good RPGS, Also though you say your skipping FF VIII I still recommends playing it. Its not great, but its not terrible either and I think one of the main reasons everyone hates it is because it came out after FFVII not because its actually a bad game.

I like how it forced you yo buff the hell out of yourself and debuff bosses to even scratch them.
I found it weird that your storage chest was a separate save.
Was it possible to use a storage save from one game and use it on another?
The game became way too much to handle after a fight with Rosencrantz.
VIII is pretty missable, actually. I mean, if you have the opportunity, do play it, but there are a number of much better RPGs on the system to spend money on.
Just kidding. Don't play that. I remember buying it way back in 1997 because I needed an RPG fix.
Hahaha! Actually, it wasn't completely horrible. Made by the Golden Sun people, and you can see a lot of parallels between the games from puzzles right down to the battle sprites on a depth plane. Just pretty generic, but I like that from time to time.
Wild ARMs for reals. Great music, great sprites, decent story, fun gameplay, kind of archaic battle system but awesome nonetheless.
I actually didn't think Beyond the Beyond was all that bad. Oh well.
My recommendations:

There is zero reason to skip it unless he has already played through some and decided he doesnt like it.
Based on the polarized opinions of a handful of people, and completely ignoring what other people say is a poor decision

Not really. There are a good chunk of RPGs recommended here that nobody has said anything against, and a minor few that people have objections to. The logical thing is to go after the ones that seem to be universally liked.

Chrono Cross along with FFIX was one of the last hurrah's of the Playstation era.
Thousand Arms in a charming rpg/dating simulator.
The first two there are viable if you are made of money. Amazing and amazingly expensive.
Wild Arms.
Also, if you're into "a little different," Elemental Gearbolt is a :^:. It's a light gun shooter/RPG, and is full of awesome and win.

I'd like to hear more about Vandal Hearts. I've seen it floating around for 25 bucks in at the nearest bit of civilization. thoughts?
Make that a priority.

if you ebay you can get it much cheaper, but it's what got me into strat RPGs. It's AWESOME, if a bit simple.
I don't see how a person could not enjoy it though.

Hell yes. These were probably my three favorite RPGs from the PS1 era.

All those people? Wrong. DQ7 is nothing but love, aside from the fairly broken class system.

I'm gonna chip in a recommendation for breath of fire 3 and wild arms 2.
I love the combat system. Setting up your grid how you want it is great.
No grinding. You can do some if you want to get the absolute most out of your stats, but it's definitely not necessary.
Of course, you see the enemies on screen, no random battles.
Some great graphics for the PS1.
Oh god the music, so beautiful.

If not, thats a stupid exclusion
People have already mentioned FF Tactics, but Tactics Ogre was also available on the ps1 in an English translation, so that's worth considering.
Otherwise, people have mentioned some excellent games.
