Megan is a shapshifter. She just needs to shift her shape to that of an adult and everything will be fine.
Superboy is like 4 months old, but looks 15-16? In ten years he'd look 25+ but still be 10 years old. No one would mind if he had sex around that time, even though he's 10 and that'd be underage sex.
In that same vein, even though Megan's 16, she just needs to make her body older and everything will be hunky dory.
And oh no she's some wierd looking alien thing. As long as she can change into Hermione with a both dick and a vagina, who cares what she really looks like?

That season 2 Ep is great because ever since the show started and I was watching it with friends, we would joke that Hawkgirl was basically always just "Hawkgirl smash!" and then she actually said it.
