I would have thought that the lowest threat decides among the tied regions; this is backed up by a claimed official answer on the FFG forums:

I just got an official answer to my rules question, and indeed the question where Teclis will go is considered a decision while resolving an Old World card, and thus to be made by the player with the lowest threat.
So Nurgle can choose either Norsca or Kislev (it doesn't count Warpstones).
Man, I need a brain transplant. Anyone have a good one available? Maybe Abby Normal? I get ahead of myself on the steps and screw up the effects. Oh well, live & burn! Really, every time I see a Darian post, I'm thinking, "Uh oh, what did I screw up now?"
If you look through the early games, I consistently forgot to remove kills from heroes and made other mistakes; I still tend to overlook something or post a bad board update at least once a game. No worries!

As Darian says, it's almost impossible not to make a few mistakes. Somehow mistakes that are glaringly obvious to all the 'plebs' can be hard to spot when you are in the driving seat.
