Replaced ps3 laser, still not reading disks

My brother gave me a ps3 that didn't read any disks. The drive was not spinning up when a DVD/CD/Blue-Ray was inserted. The laser sounded like it was moving/trying to read 3 times before giving up. I ordered a new laser and base and replaced it. I then inserted a dvd but it did not read it, although it did spin it up then stop. Inserting a game resulted in a 80010514 error code when trying to play. I tried another game that loaded and stuff but hung at 9% at the installing files to HD part. After resetting the ps3, I tried some Blue-rays that also did not work. I accessed the recovery menu and restored things but that hasn't done anything either. The system is now acting like it was before replacing the drive in that it is not even recognizing when a game is inserted. Any help? It seems like the new parts aren't working right although I suppose other components could be failing/failed also.
