You can't get much of a gun for $100 if thats his budget. He can get a refurbished paintball gun and kit for about $160. I got my Tippman 98 for that much and it'll do you alright until you've got a bigger budget for a way better gun.

You could pick up a decent acoustic guitar for less than $100 bucks. Don't start electric with your budget though - once you get starter pack at that much of a budget it gets real shoddy real quick.
But as a forewarning - like with any hobby - you have to be dedicated if you really want to get the most rewarding experience possible. Half of my high school class (meaning approx. 10) started trying to learn guitar to be like Green Day or Fall Out Boy, then realized that they would need to actually devote time to practicing and subsequently quit after spending money on the gear.
Unless you're just really, really horribly uncoordinated despite all efforts, guitar isn't something that could fall into "C" in your categories. If you want to eventually be signed to a record label and make stacks of CDs of original material, then category C comes into play. Otherwise it's a great time-killer that can be really fulfilling if you plan to devote yourself to it.
I'm not sure what resources are out there for free online banjo lessons compared to the amount of guitar/bass lessons, but I'm sure they exist for anyone looking to do some learning on a budget.
As I meant to mention in the above post though - if anyone starts to learn a string instrument be sure to get a lot of advice from sources you or those you know trust about technique. One of the worst things to do is to mess your body up since you wanted to just rush into a song.

tabs are your best friend. I had a friend learn guitar by reading tabs for a year, and he actually got pretty good (now he takes private lessons, but still)

Same here. Again, just be careful to start out with good technique. Don't want to get a bad habit right away that you can't shake a couple years down the line when it starts taking it's toll on your playing.
It's got the basics of most of what you'll need to get going, though not much in the way of making sure you've got a good technique. I never did really find a resource for that - though I haven't looked. My solution was to actually pay for some lessons just for technique after I had been playing for 6 months. 3 lessons in and some major issues were fixed.
