    Well, it basically sounds like you got a problem dog from bad owners that didn't socialize/train the dog properly and then unloaded it on someone else (you) when they got tired of dealing with the results of them being bad owners. I could certainly be wrong, but that's what it looks like from what you're describing. You also don't include any information about what you're doing to train the dog's behavior. How are you punishing the dog for the behavior you want to stop and how are you reinforcing the behavior you like? You may want to consider taking him for obedience training, which if done properly is just as much about teaching the owner how to control and interact with the dog to curtail behavior like this.
