Places like Omega exist because the people of the Terminus need them to exist. And if he really wanted to change things, killing a bunch of mercs is not the way to do it. That is every day on Omega. He just raised the death rates temporarily. Did you ever meet a single person on Omega who actually appreciated what he did? Even Garrus admits nothing changed. If he had balls, he would at least go after Aria. But if he really had balls, he would go back to the Citadel and do real police work to really change people's lives.
But if he really had balls, he would meet up with Liara or do something to fight the reapers.

Technically he's not there to murder anyone, per se. He was there to disrupt bad guy operations. In the ME universe, that ends up with killing a lot of mercs. Even Paragon Shepard slaughters tons of mercs because nobody has twigged to the fact that Shepard will slaughter you if you draw iron on him/her.

I'm not exactly sure why there's so many hate for Garrus.
Garrus got shot in the fucking face....and lived.
The only other people badass enough to do that is Zaeed and Sheperd.
Garrus was so badass that it took 3 mercenary groups and a bunch of hired freelancers to take him down.
And who cares if he's a bit sociopathic, my Shepard isn't doing much better. I left an entire facility full of people to die a burning and horrible death to take out one guy.
