Washington: Driver's License and Emissions/Titling/Registering Vehicle

Okay, so I recently moved to Washington and established residency here, and I've been putting off taking care of this stuff for a couple reasons. The plan is to take care of as much of this as possible tomorrow morning. I know, I waited until the last minute, so this is the last day I can do this without having to take time off of work.
I have two points I need help with
I've done some research, but I can't find out if I need to have a local license in order to title my car here. The Driver's Licensing Office is open until 5 tomorrow, but the emissions place and Vehicle Licensing Office are only open until 1. Plus the DLO is further away and out of the way.
Another note: I recently replaced a couple turn signals. In my haste in the hail the other day, I forgot to replace the rubber cap on my headlight assembly and that signal went out again. Do I need to replace this before the emissions test or will they not check my turn signals?

I doubt the emissions testers would care about your turn signals, but when you go to title the car they might check it out. (In California, at least, those are two separate things.)
