The regen will help you use abilities more, but honestly it only really matters in the early game. Late game you have so much health that the cost of your abilities is a pittance. If you are that concerned about it just start with a regrowth pendant or get some health regen runes.
I personally love going Warmog's on him first because I solo with him and having the level advantage plus a shitton of health when I got into the other lanes just demoralizes the enemy so much
My final build on him is very Dependant on the enemy team makeup but almost always has a Rylai's, Hextech, and Warmogs on it. If they are magic heavy I'l build a FoN and Spirit Visage as well. AD heavy? Sunfire or thornmail.
Mixed? Aegis and Gaurdians angel. If I'm doing really well or want to go more DPS beyond hextech i'll get an abyssal scepter.

But people say his stun damage is OP, so wouldnt W be prioritized?
Also, does his stun process on the next auto-attack or next attack? For example, activate stun, then process it with Q so I dont have to target the target?
Is his main combo E, W, Q, E?

I ran Cleanse/Ghost on him as well since i dont think he likes CC with his ionian boots. Got me out of a few ignite situations as well.
Can Cleanse take off Poppy's/Morde's crap or only QSS can?
the important thing about the W is the stun, which never gets longer duration, which is why i usually take one level of it at L3 and don't touch it until i've finished Q and E.
Rene's standard harrassing move is EQE or EWQE. the problem with it is that, because you have to dash through creeps in order for the second E to be available, and because Q is AOE and generally hits the creeps you just dashed through, it tends to push the lane. I haven't really figured out a way around this except to try to flank badguys by using the bushes or something. on the upside, the lifedrain from the Q will keep you in lane a little longer.
i generally start with CDR stuff on rene. ionian boots, brutalizer > ghostblade, spirit visage or randuins. if i'm doing well and my team is actually packing a tank, i just go straight AD stuff - tiamat is fun, black razor, inf edge, etc. usually my team assumes that renekton IS the tank and then i have to go appropriate mitigation. if the enemy team is packing any melee champions at all, i usually use it as an excuse to pick up a sunfire, since the HP are great and it stacks nicely with Rene's ult. i've not really toyed with getting rene much lifesteal; i imagine it would work about as well as it does on, say, yi.
for runes i use armor pen reds, cdr blues, usually armor yellows, HP quints.
renekton does not make a good tank, but often you're going to find yourself the only one on your team able or willing to initiate and/ or tank. your best bet in this case is to hit your ult, E in, immediately WQ is there's a soft target or QW if not. try to avoid this role, as i've had my blood pressure permanently raised from reluctantly taking on the tank role and repeatedly initiating a fight only to find my 4 teammates running away. it's maddening.

Sigh... Went to throw my lux shield on three teammates as we run out of the jungle in a gloriously initiated team fight. They all go in 3 different directions as soon as I throw the shield, narrowly missing everyone. Fine Screw you all I'll have a shield and fire ma lazor

it's probably a good idea in some places, but i don't generally end up doing it. i guess because it's expensive and by that point in the game, i don't generally see renekton in a role where he's really going to be chasing guys down. the aitch pees are nice tho.

W is on next auto-attack. you can hit it before you E if you're confident you can get the hit in time (i.e., WE-autoattack-QE). remember to right-click your target before you E, since it will generally default to attacking something you don't want to attack. unless you fucked up your right-click, the autoattack will almost always occur between the first E and the Q regardless - renekton is one of those guys where you're really gonna be feeling the 1 second global cooldown.
i don't really like the build you mentioned because philostone and shurilia's are both heavy on mana/ mana regen, which are completely wasted. shurilia's has a nice active if you remember to use it (i generally don't), but for my money, visage is much better (plus its passive helps with Q's lifedrain). i really only get randuins if the other team has absolutely no magic damage and i need to top off my CDR and need more armor.
Too many times I've watched people just get dove at their towers from high health with absolutely nothing they could have done differently to avoid the gank.
There is always something you could have done to avoid the gank.
Towers are not meant to be little bubbles of invulnerability.
You know these things.
As for Noct ult, it's only effective (in teamfights) against autoattackers. Anyone with a skillshot or two just keeps doing what they were doing. Far from being OP, I feel it's actually pretty weak. It's also very predictable. Not like there's any mystery about where you're going to find Noc when the lights come back up.
If you're dying from full HP (or nearly) to your lane opponent + the ganker at your tower then there is effectively nothing you could have done to avoid the gank. Could you just AFK way back and never venture anywhere near the creeps? Sure, but that's obviously not a real option if you're playing to win as opposed to playing to protect your KD ratio.

srsly though, there is every combination of huge amounts of AP, with the introduction of the fucking cap and zhonyas just exploding the effect. meanwhile, AD really feels to have been rolled back.
probably because all of the complaints about the "tanky DPS" metagame i guess.
AP items are more varied and with larger AP numbers than AD because spells and skills that scale with AP usually have some other limiting factor while right clicking doesn't as long as you're in range.

Since I thought Why Not about the Nurse Akali skin, I've been testing out Rally/Ignite Akali.
21/0/9 with points in Improved Ignite and Improved Rally, and both 15% MPen and 6 ArP.
M Pen Reds, AP Quints, AP/lvl Yellows and Blues (or CDR blues). Start with a Doran's Blade (or Boots + 3 if you think it's a bad lane).
At the start of the game, you can pop Ignite to immediately have both Twin Disciplines buffs on if you want, or save it for a gank.
Essentially, you get a character who does ridiculous Q/autoattack damage very early on, and gets a massive dps buff from Rally, as well as buffing her team quite well later on into the game (although I can understand why people don't take Rally normally, Improved Rally is one of those sweet auras).

The AD on frozen mallet is laughable at best. You buy it for hp and slow.
