Media Playback problem on PC

So most of the time my computer will play stuff fine. Every once in a while, however, it will do the most annoying thing.

Videos (This includes flash players from the internet, .AVIs and .MKVs in Windows Media Player and VLC) and Music (Mp3s in iTunes) will not play. Videos will play with video showing, but the image is very slow. No audio will play on either videos or music.

This problem seems to continue until I close a bunch of programs open and restart the application that is trying to play it, or refresh the internet page. I used to think it was tied to iTunes or Evernote because once I would end those two processes, the videos would normally play. But now ending those two doesn't seem to help. I usually have to stop and close everything thats running before it will work again. Also, if a video doesn't play in WMP, other videos will also not play if I attempt to stream them and audio will not play if I try to listen to music. So the problem is not tied to a certain file.

Any ideas?

Example: Just now tried to play an AVI. One second of playtime would last 4 real seconds. Video was very laggy, audio was absent. Closed down Evernote, Chrome, and iTunes to see if that would help. no. Closed wow and it then worked. Now that the video is playing, I can open wow and wow plays normally and the video plays normally. This was going on before i had wow installed.
