More possibly true spoilers datamined from Issue 23 and posted on SA, this one involving new powers.
e: The new incarnate slot with i23 is Hybrid. Under the FX listings, it has Hybrid_Assault, Hybrid_Control, Hybrid_Melee, and Hybrid_Support, and that's all. It's going to be something that has a power effect, at least.

e2: Found the power icon art for the new powers, which handily comes with names. I'm not gonna export and upload all of these, so if there's anything you really want to see ask I guess.

Bio Organic Armor: Ablative Carapace (armor, brand new icon), DNA Siphon (pbaoe heal), Environmental Adaption (status prot), Evolution (missing art), Genetic Contamination (pbaoe attack), Genetic Corruption (targeted aoe attack), Hardened Skin (armor), Heightened Metabolism (fast healing clone), Hide, Inexhaustible (armor, may be a godmode), Parasitic Aura (damage aura).

Primal Gifts: Grace of Nature (pbaoe heal), Inexhaustible (stamina/phys perf), Nature's Boon (self status prot), Pack Master (health icon, probably a unique mechanic), Primal Howl (pbaoe regen buff), Primalists Cloak (hide), Primal Ward (armor), Rejuvenate (pbaoe heal?), Shifters Shield (pbaoe something? not sure), Thick Hide (armor), Wild Roar (pbaoe fear), Will of the Wild (godmode).

But I really, REALLY want there to be a Power Customization for Psionic Melee where you have no animations at all and just stand there.

Better yet, each power should just make your dude strike a different pose and do a laugh animation / sound.

    - 4 new sets with Water Blast (blasters, corrs, defenders), Nature Affinity (controllers, defenders, masterminds, corruptors), Bio Organic Armor (scraps, tanks, broots, stalkers), and Psionic Melee (scraps, tanks, broots, that crazy girl from down the street).

I take back every bad thing I've said about this game in the last month. I've felt like I've *desperately* wanted water powers for months now, and they're actually making the set. Awesome.

Hey let's review how many melee sets have come out since freedom launched, buttlord. All I'm asking for is whip assault. MAYBE radiation assault, if they have some time, and if they're still riding this "beastly/nature" wave then sure why not animal assault.

Those pets would be so much better if they actually provided some kind of benefit. As it is, there's no reason besides theme to summon anything but the Leprechaun or veteran buff pets.

Oh hey. i23 overview is up right here.. Spoiler'd for those of you at work:
Issue 23: Where Shadows Lie Overview

The Praetorian War comes to a dramatic conclusion in Issue 23: Where Shadows Lie! The Heroes and Villains of Paragon City, still reeling from the deaths of the legendary Statesman and Sister Psyche, must rise to stop the ruthless Emperor Cole of Praetoria before his mad plans can shatter the dimensions.
    New Zone: Night Ward

A Realm of Magic: Dark forces hide in Night Ward, threatening to destroy the world. Night Ward is a Level 30-35 co-op zone where characters encounter strange magical allies and foes. This Praetorian zone is connected to First Ward, and is a realm trapped between the land of the living and the world of the dead.
New Mystical and Undead Enemies: Encounter the creatures of Night Ward: the Animus Arcana, sentient spells that crave power; Drudges, who seek to guide souls (living and dead) to the realm of the dead; and the Black Knights, who run the eternal prison that is the Night Ward. The powerful Arch-Villain Shadowhunter also prowls this realm with his deadly army of beasts.

Blockbuster Conclusion to the Praetorian War

The Magisterium Incarnate Trial: The dimensional war against Emperor Cole comes to a climax in the new Magisterium Incarnate Trial. You've defeated all of Emperor's Cole's lieutenants and strongholds, and will now use knowledge gained in taking down Diabolique in an epic showdown against the Well's Champion to determine the fate of two worlds!

    Quality of Life Upgrades

Improved Free Player Chat and Grouping: Now all players (VIP, premium, and free) can join a new serverwide Looking for Group chat channel that allows them to communicate freely with each other. Free and premium players can also now join Super Groups, regardless of their status in the Paragon Rewards program.
Easy Portal Travel: The new Interdimensional Tunnel System makes getting from one world to another quick and easy. Get to outlying areas like Praetoria and the Shadow Shard easily with a quick dimension jump through conveniently located portals.

    New VIP Content and Benefits

Signature Story Arc Series 2: "Pandora's Box": Both Heroes and Villains are being supercharged with new uncontrollable powers. Heroes team up with the remnants of the Freedom Phalanx to discover the secret menace behind the chaos, while Villains lay the groundwork for a new organization to rival the power of Arachnos.
New Mecha Armor Tier 9 Costume Set: The Mecha Armor costume set turns you into the sleek giant robot or high-tech warrior you've always dreamed of. Select from a new sword, rifle, backpack, and wings offered in this latest free costume set available only to VIP players as part of the Paragon Rewards program.
New Chain Mail and Leather Armor Costume Set: All VIP players have access to the Chain Mail and Leather Armor costume set. Look the part of a crusading knight, yeoman archer, or a rowdy barbarian in this versatile set.
New Incarnate Powers: Level 50 VIP players can now unlock the Hybrid Incarnate Tree, which grants them new powers based on the core Archetypes in City of Heroes®. You can choose a style that shores up a weakness, or one that further strengthens existing abilities. The Assault Tree increases your damage, the Control Tree raises your ability to lock down foes, the Melee Tree increases your defense and status protection, and the Support Tree grants bonuses to you and your teammates.

Well huh. Finally tying up some story bits. That's...really weird for this game.

They just announced in the MMORPG chat stream that the Hybrid slot powers will be toggles.

The Assault tree allows for stacking damage buffs.

The Melee tree allows for a regen, defense and/or resistance buff for all enemies within a radius (much like Rise to the Challenge). I can't remember if they mentioned status protection at all in the chat, but I know it was in the overview write-up.

The Control tree allows for a choice between bonus damage to mezzed foes (ala Containment) or bonus damage to enemies as they approach death (ala Scourge).

The Support tree is "all the Leadership powers rolled into one," and there's supposedly an option to add +Special in the tree somewhere.

Apparently they also said that i23 VIP (subscriber) beta is supposed to start within the next week or so.

AAAND i23 beta is live. Patch notes for those of you at work.
    COMBINED

    NEW ZONE: NIGHT WARD

Night Ward is a psuedo dimension created by a small portion of the Netherworld overlapping the world of the living in First Ward. As such, it closely mirrors Praetoria’s First Ward geographically, but that is where the similarities end. The zone is packed with the spirits of the dead who are trapped between worlds. Night Ward gives both the living and the dead an opportunity to view things from the other side of the veil.

Combat new villain groups, including the Animus Arcana, the Black Knights, the Drudges and the Spirit Stalkers, as well as new additions to existing villain groups, including the Apparitions and Talons of Vengeance.

    Night Ward Missions

    Contacts

Fireball of the Arcane Council is looking for someone to help with tasks that they need accomplished. You can find him deep within the Midnight Mansion. His missions will educate players on the life cycle of an Animus Arcana, the living spells of Night Ward.
Trilogy is a sentient set of books who just want to tell a classic story of good vs. evil, and make you the protagonist. Unfortunately the books don't care in what order you read them. Trilogy can be found deep within the Midnight Mansion.
Atherton Cromwell is a Drudge within Night Ward who will offer players repeatable missions to help the Drudges with some nefarious acts.
Sir Lionel is a Black Knight within Night Ward who will offer players repeatable missions to help keep the peace within Night Ward.
Mistress Maria of the Carnival of Light has been authorized by Vanessa DeVore to release Katie Douglas from the Seer Network. She would like you to be the first face Katie sees. Her story arc is the 1st arc of 5 for Night Ward.
Montague Castanella of the Midnight Masters requires your aid in battling the mystical forces of Night Ward. His story arc is the 2nd arc of 5 for Night Ward.
Ward is the Overspell of the Midnight Mansion and needs your help in protecting his spell children, the Animus Arcana. His story arc is the 3rd arc of 5 for Night Ward.
Sir Bedwyr is an exiled Black Knight who seeks your aid in combating dark forces intent on destroying the Black Knights. His story arc is the 4th arc of 5 for Night Ward.
The Magician is a mysterious arcanist who seeks your assistance in doing battle with an ancient adversary of his. His story arc is the final arc of 5 for Night Ward.

    Incarnate Arc, "The Emperor's Sword"

Players who have unlocked their Alpha Slot will be able to access Belladonna Vetrano as a contact for a new Incarnate arc. This arc takes place after the events of Dark Astoria and Night Ward.

    Mission Architect

Granite Cave layouts have been added to Mission Architect.

    PARAGON REWARDS

Super Packs are now available in the Tier 9 VIP section.
Removed the text in the PRP that states that the player must be Tier 2 to be able to join and chat in a super group as this functionality is now present in Tier 1.

    FREE PLAYER EXPERIENCE

Free players may now be invited into SuperGroups. (Free players still cannot create SuperGroups.)
The Looking for Group chat channel has been added to the game. You may use /lfg or /looking_for_group to type into the new channel. You may also use the L button right above the text entry field (the second-to-last button in the list) to set the default chat channel to the Looking for Group channel.
The error messages from the Team-up Teleporter that were using the Looking for Group channel now use the server information channel instead.

    INCARNATE POWERS

    Hybrid Incarnate Slot

The Hybrid Incarnate slot is now available! There are four new trees of powers available - Assault, Control, Melee, and Support. Each tree lends you some of the base power of the core Archetypes within City of Heroes, allowing you to broaden your character's role or further specialize with abilities that reinforce the strengths of your Archetype!
The Assault tree gives you a chance to increase your own damage with every attack. As you climb the tree, the chance of damage buff increases, as well as its maximum number of stacks.
The Control tree gives you a chance to deal additional damage to controlled or low-health targets, and also gives your controls a chance to increase in magnitude. As you climb the tree, the type of bonus damage you deal improves and the chance of dealing it increases.
The Melee tree gives you a defensive bonus for each enemy in melee combat. As you climb the tree, the types of defense provided expand, starting with a small regeneration bonus for each nearby foe and ending with a moderate regeneration, status protection, and either defense or resistance bonus for all nearby enemies.
The Support tree gives you and all nearby leaguemates a small bonus to damage, accuracy, defense buffs and debuffs, and special effects. As you climb the tree, the strength of these bonuses increase, and some powers have double effectiveness on pets.

    INCARNATE TRIALS

    Magisterium Incarnate Trial

The Magisterium is an Incarnate Trial for a league of 12-24 level 50 players. Destiny and Lore slot unlocks are a prerequisite for entry. Players earn Hybrid Incarnate experience during this trial.

Praetoria’s offense has been thoroughly routed, and Emperor Cole’s regime has taken serious hits with the losses of Mother Mayhem, Antimatter, Maelstrom, and Dominatrix. Dream Doctor sends out a call to all Incarnates – the time has come to take the fight to the steps of Tyrant’s tower!

A conduit through space and time takes you to your target, but Tyrant has a final contingent of loyal followers to defend him. Praetor Sinclair has enacted a last-ditch gambit to gather an unlikely band of surprising protectors (See “The Emperor’s Sword”), while Black Swan lurks in the space between Praetoria and her pocket dimension of Shadow Earth. Fight your way through this gauntlet of opposition to reach the explosive conclusion: the final battle with Emperor Cole!

This Incarnate Trial is a knock-down drag-out final push to victory. Overcome Chimera’s motley crew, survive Black Swan’s assault, and figure out a way to sever Emperor Cole from the Well of the Furies – before he can become the Well’s one true champion!

    Fight to the Finish:

Defeat the last legion of Praetorian Imperial Defense Forces
Survive the coordinated assault of Chimera, a revived Shadowhunter, and a curse-bound Pendragon
Sever Tyrant’s connection to the Well of the Furies, permanently ending his threat to Primal Earth

    Incarnate Lore

Prometheus features new text discussion the final assault on Tyrant and the ultimate fate of Praetoria.
The requirements have been removed for getting Minds of Mayhem to appear as an option when telling Prometheus what the next target is.
Completion of the Magisterium will unlock all text on Prometheus, save those sections which also require completion of the Underground.

Selecting certain backpacks or auras should no longer result in the entire costume being reset.

    TRANSIT

    Inter-Dimensional Tunnel System - TUNNEL

The Carnival of Light has opened a complex network of interdimensional portals that intertwine betewen Primal Earth and Praetoria in order to help with the evacuation of Praetoria. Concerned that this network of tunnels might grow out of control, be abused or become unstable, Arachnos and Portal Corp have stepped in to stabilize their connections in Primal Earth as well as to oversee their usage. Members of either Arachnos, Carnival of Light or Portal Corp are on hand at all access points in order to give directions to a would-be interdimensional traveller. The TUNNEL system is now open for ALL Heros and Villains (Including Rogues and Vigilantes) travelling to:
Heroes: Atlas Park, Imperial City, Underground Imperial, Talos Island, First Ward, Night Ward, Founder's Falls, Peregrine Island, Firebase Zulu and Dark Astoria.

Find her in First Ward's Survivor Compound - or explore the Shadowed Paths for yourself, and figure out how to shunt between dimensions!

    TEAM-UP TELEPORTER UPGRADES

The team-up teleporter no longer removes players from their team when they decline an event and cause the event to not start due to not having enough players. These look like the initial patch notes for the I23-beta, once again borrowed from SA's thread.

    Contacts
-Fireball of the Arcane Council is looking for someone to help with tasks that they need accomplished. You can find him deep within the Midnight Mansion. His missions will educate players on the life cycle of an Animus Arcana, the living spells of Night Ward.

-Trilogy is a sentient set of books who just want to tell a classic story of good vs. evil, and make you the protagonist. Unfortunately the books don't care in what order you read them. Trilogy can be found deep within the Midnight Mansion.

-Atherton Cromwell is a Drudge within Night Ward who will offer players repeatable missions to help the Drudges with some nefarious acts.

-Sir Lionel is a Black Knight within Night Ward who will offer players repeatable missions to help keep the peace within Night Ward.

-Mistress Maria of the Carnival of Light has been authorized by Vanessa DeVore to release Katie Douglas from the Seer Network. She would like you to be the first face Katie sees. Her story arc is the 1st arc of 5 for Night Ward.

-Montague Castanella of the Midnight Masters requires your aid in battling the mystical forces of Night Ward. His story arc is the 2nd arc of 5 for Night Ward.

-Ward is the Overspell of the Midnight Mansion and needs your help in protecting his spell children, the Animus Arcana. His story arc is the 3rd arc of 5 for Night Ward.

-Sir Bedwyr is an exiled Black Knight who seeks your aid in combating dark forces intent on destroying the Black Knights. His story arc is the 4th arc of 5 for Night Ward.

-The Magician is a mysterious arcanist who seeks your assistance in doing battle with an ancient adversary of his.

-The Assault tree gives you a chance to increase your own damage with every attack. As you climb the tree, the chance of damage buff increases, as well as its maximum number of stacks.

-The Control tree gives you a chance to deal additional damage to controlled or low-health targets, and also gives your controls a chance to increase in magnitude. As you climb the tree, the type of bonus damage you deal improves and the chance of dealing it increases.

-The Melee tree gives you a defensive bonus for each enemy in melee combat. As you climb the tree, the types of defense provided expand, starting with a small regeneration bonus for each nearby foe and ending with a moderate regeneration, status protection, and either defense or resistance bonus for all nearby enemies.

-The Support tree gives you and all nearby leaguemates a small bonus to damage, accuracy, defense buffs and debuffs, and special effects.

On top of the obvious thrill of the full States/Psyche removal (although I'm incredibly confused as to why they're apparently still in the Tutorial. Why? They're literally just background fodder.) The new Night Ward stuff looks to be pretty fucking balling. I'm glad to see it's continuing the story that First Ward set up.

Not sure how legit this is but from the SA thread..
Bio Organic Armor is now Symbiotic Armor. It uses a new mechanic called Absorption, and focuses on that, heals/regen, and attacks. Primalist turns into a wolf/panther. Water Blast builds Tidal Power that it uses to make Water Jet recharge instantly and hit harder. Psi melee attacks have a chance to grant insight, which adds a psionic DoT to the attacks. Nature affinity puts Boons on the target, which are used for more healing and stuff. If you want, you can link the powers in-game on beta now. Sorcery is showing up on the pool powers list, but it's greyed out.

My guess, you play through the SSG as you level up, so at 1, they're alive, but at 40-ish... They die.

Maybe they're still in "your" game until you finish the SSG arcs, a la the Praetorian starting content.

That could be a thing. Could they do something similar to all the changes in Atlas that depend on mission outcomes on a larger scale like that?

Okay, rolled a new guy on the beta server, and States is just gone from Fort Trident, with BAB in his place when you go through the teleporter to IP. The SSG kind of loses its impact if the super important dudes whose death is supposed to be impactful somehow are already dead.
