That should hold you well into end game. But if the game goes on for very long I suggest selling the Wriggle's for a Bloodthirster, the Aegis for a Guardian Angel, and the Hexdrinker for a Banshee's.
You're gonna want to go 21/6/3 (make sure to get the 15% spell pen; Jarv's passive and E are both magic damage). Armor Pen reds and quints, mana regen per level yellows (Jarv has seriously bad mana problems), and leveling MR blues.

I'm really great at the jungling part, it's the team fight part I just seem to get wtf pwnd at, in other news I've always been good with maokai, but I've been killin' it lately. Went 7/0/11 (they surrendered at 20mins) last night against Gangplank and Morde lane. Fun times.

He's definitely tricky. You're not going to be able to just ROFLSTOMP someone at level 3, but you'll be able to show 'em who's boss with a quick combo and a few auto attacks.
Also, never solo lane against a manaless champion if you can help it. Especially Vlad. That is not a fight you will win.

Wow. Mordekaiser is surprisingly boss. I picked him up because no one seems to want to tank in pick-ups, and I can swing 10/3/10ish in a good game.

If you don't build fat on Lee Sin he is bursted quickly
The laning strat of multiple doran's blades is pretty good, since it's really cost effective and gives you fat, damage, and some life steal.
Alternatively, you can rush a warmogs and an atma's, but it's delayed early damage for more fat on the ham later.
Fat Lee Sin for me has been Aegis/Atma's/Mallet at its core, armor pen marks, armor yellows, scaling MR blues, two MR quints and one armor quint

The core items alone will give you 3k health, 201 damage (88 added), 180 armor, and 131 MR at level 18.
That's very fat and damaging.
I prefer the Mallet over the Triforce for the health, the synergy with atma's and other health items, the guaranteed slow. You can sub it with a triforce if you're looking to be more deepsy than non.
For magic teams I get Treads, Hexdrinker, and a Force of Nature
For AD heavy teams I get whatever boots I want, Sunfire, and Thornmail
For balanced teams I get Treads, Guardian Angel, and Banshee's Veil
If I'm going fat jungle Lee Sin I take a Wriggles and replace one of the later down items for the wriggles.
You can also go super deepsy but smart people will crush your skull in whenever you kick in

Crits are cool but with that money you could have had a BF sword and a Pick Axe and crushed people's skulls in
I have LoL on 1920x1080 max settings and I'm pretty sure it's just WC3 with smoother pixels. But oh those bushes are so lush and comfy.
Should I get the 15% magic penetration just for Garen's ultimate? I'm thinking yes. That thing is beastly mid-game when I have cooldown reductions and we're teamfighting. Sword from Space, you spare no one (every 80-100 seconds). My runes are armor penetration, +armor and magic resist. Quint movement speed. Seems pretty good so far.

Screw CS, just kill whoever is in lane with you whenever they show their face.
Sona and I rolled that combo last night.
However, later on that Alistair must have always had his ultimate going when I fucking sword from jupitered his ass because he'd lose like the tiniest sliver of health to it. Fuuuuuuuuuuuuuuu!

As far as I can tell, most Rumbles go 9/21/0, for tanky go Mercs/RoA/Sunfire/(Insert Comp Appropriate Resistance Items from here on.), for DPSy, go Sorcs/Deathcap/Sunfire/RoA.
Then just be a giant dick in lane levels 1-5 and shit on everyone making sure you ruin their day and can't do fuck all for the rest of the game.

edit: if you're going tankier than I do an early mejais might be good as you tend to get a lot of assists between ult and flamethrower

The best Rumble I've seen was our very own Zerg Rush last night and he said he went super dps and skyrocketed into the stratosphere flamethrowing all over their faces until he was like 10-1 fairly early on then I assume bought whatever shiny trinkets he preferred.
Didn't seem very harpoon focused, looked like flamethrower + shield right in the midst of the entire team was his strategy. He survived for a very long time and if he died it was after 2-4 of them were dead too.

I go 9-21-0. MPen Reds, Armor yellows, MR blues, MS Quints.
My core items are Rylai's and Hextech Revolver. If you think there'll be a long laning phase, get the revolver first, otherwise get Rylai's. I generally get merc treads. Then I load on the stuff that gives AP and survivability. Deathcaps and Mejai's are great if you're getting fed.

Merc Treads
Chain Vest -> Zhyona's Hourglass (Get this first if enemy AD is doing well)

I disagree on getting post-nerf Sunfire on rumble compared to, say, Zhyona's Hourglass.
Sunfire gives 35 DPS, the AP on Zhyona's gives 31 DPS from flamethrower alone not to mention harpoon/ult/overheat. Sunfire gives 45 armor and 450 health, Zhyona's gives 50 armor and 41 more shield absorb every 6 seconds. Plus Zhyona scales with deathcap when you eventually get it. Finally, Zhyona gives one of the best actives in the game. It's saved my life countless times when 450 HP certainly wouldn't cut it.
Pretty decently but not super amazing like vlad. At level 5, his flamethrower will be healing for 28 per target without any AP, which means that flaming a creep wave twice will get you about 200 HP. His level 5 harpoon will be healing 70. Together that's a lot of sustainability in lane.

If you get off to a good start with him and beef him up some, he literally becomes unkillable unless the entire opposing team focuses on him and you just stand there and let them. His ult combined with ignite ruins people early on as well. They start to retreat with a somewhat safe amount of health left, BOOM TWO DOTS AND MY RANGED CONE ATTACK.
Felt good, but I bet the vlad on the other team was catching all sorts of hell.
Vlad isn't great in lane until 6, he's downright bad. He isn't super awesome until 9. You can dominate him in lane early....though, he should never die. Should be almost impossible to kill him while he has trollpool during laning phase. Bad vlad is blad.
When blad trollpools I simply flashed to the other side of him and ulted once he came out of his pool. Sending him into my tower ready for a W, self E and autoattack + ignite.
