This is how I did it, and probably how you should to maximize Moekai's cuteness.
Learn your combo. Using your spells in succession to maximize your burst potential and achieve increased accuracy with sapling is one thing, but you MUST understand approximately HOW MUCH DAMAGE you can do at each levels. This concept not only applies to Moekai, but to every hero in general. You have sick sick burst damage as Moekai, abuse it!
Magic Pen. You need to penetrate enemy holes, you have one of the highest base damage in the game. Take 10 Mpen from runes, and build sorc boots for total of 30 magic pen (I used to have dilemma of choosing between merc and sorc boots since tenacity is a necessity in most games, but the latest patch fixed this problem! Grab one of them tenacity gears later on). This is more than enough for entire game in most games, then you can work on an abbysal scepter later on if you feel the need for more penetration. Haunting guise is an option too, but you need this early for max value and its usually an overkill. Other runes are optional, but IMO movespeed quints are must. Check out my deadwood runepage.
Trinity Force. There is one item and only one you need on Moekai. I've experimented with many builds, still am, but every single one of them includes triforce and for a good reason. It basically adds EVERYTHING YOU NEED to look cute as Moekai. Gives you movespeed (so good), extra burst damage, much needed attackspeed to make better use of your passive in intense teamfights, and slow procs for better chasing. All in one item. Fkin smart.
Follow these 3 easy steps and you'll be carrying them nubsie pubsies with ease. As for specific item builds, there are several that have very high winning rate for maximum bi-winning. I will introduce two.
1) regrowth + pot philo + boots (+ 1 or 2 heart of rice if you have good start) sorc + sheen triforce miracle banshee (or abyssal if it seems necessary) rylai + deathcap (you can skip rylai if you need other item, but its exceptionally good)
This build is really good against AP heavy, burst damage reliant compositions. You'll end up with shtload of HP and you'll be healing like crazy and do sick damage. So sick. Add in a frozen hurt or zhonya hour if AD heroes are giving you trouble.
2) mana crystral + 2 pots catalist sorc boots rod of ages sheen deathcap + triforce (order depends on how much you are owning, get cap if you taking sht on their chests, otherwise triforce first) banshee ap tenacity thingy win the game
This is the build I'm currently using in my 2000+ elo games and its as good, or better than build no.1 in almost any situation. This is a lot stronger than build no.1 in terms of raw damage, but does require more solid early game. So I recommend this build AFTER trying out the previous one.
For masteries, use 0/9/21 with strength of spirit, and take ignite/flash as summoners. I don't think there is an alternative, this is as optimal as it gets for Moekai. I solo in all my games, fast leveling is essential for max effectiveness of your burst.
Wow I ended up writing a fkin guide, I might as well copy paste this in guide forum later on for justice zzzz.
Hope this helps you much mindwave, and my son blacklancer, and all Moekai lovers.

chu8 is pretty serious business. I was reading that guide last night. I think it's really interesting, I'm gonna give it a go tonight.
I only build up my Mao for burst until around level 6, although I've come to realize that I build him in a pretty odd way compared to everyone else.
Edit: In normals and ranked I'll usually start by going around 4/0/x 6/0/x before laning is done, super easy to do if I'm solo in a 2v1. That is unless they just give up their tower. Then someone will afk or leave on my team or the other lanes will have died 20 times. And then I'm just WELP.
Personally I max W second. Root duration increase helps guarantee landing the ult part of your combo, get an extra AA or two in. I find that Q is a little wonky at times and unreliable at distance.
Route 1: (Team has enough tanks): Philo Stone -> Boots 3 -> Sheen -> Zeal -> Triforce -> Boots 5 -> Shurelias or Atmas
Route 2: (Team needs Tanky types): Philo Stone -> Boots 3 -> Triforce -> Boots 5 -> Randuins -> Banshees -> FoN or Thornmail, depending on comp.
I'm having the following issues:
1. Do Merc Treads stack with her Passive? If so, I'd consider building them on CC heavy teams.
2. I feel like in every teamfight, people are going "OMFG IRELIA KILL THAT BITCH NAO." No, seriously. I'm instatargetted by almost everyone. At first I thought this was because I was melee, but now I don't know. It's like, there's a Yi right next to me fucking up everyone's shit, but noooo people have to attack me!
3. When I'm not building Tanky and going for Phys/Magic resist, I feel like I'm not being effective enough at being a carry. I'm torn on building AD or AP. Any item recommendations beyond Triforce / Atma's? Trying to find items to boost my damage output late game.
4. Anyone use anything else besides Merc Treads or Boots 5? Any reasons why? I couldn't justify using Zerkers on her.

3) You should always be building tanky, if you build squishy dps she isn't nearly as effective as a lifesteal tank bruiser thing
I usually build her triforce, phantom dancer, frozen mallet + whatever. I find the mallet makes her tanky enough
and yeah, always take either merc treads or tabi depending on opponents
I know I should probably be taking Mercs or Tabi, but god damn I love being a dick and trolling the enemy team with Boots 5. That and I can respond to shit so damn quick.
I feel like the Joker every time I run away with like 50 health, laughing my ass off because the only people who can catch me aren't playing. (Panth, TF, Rammus, etc etc)
Yeah, I see your point, though I've only had one Rumble game out of a dozen or so where I didn't get mega-fed in the laning phase, so Mejai's has gotten to be pretty core for me. 2v1 lanes are especially hilarious, because you can usually either zone them or double-kill after you hit 6.
I find Mercs to be okay on him, but once he's gotten his ult off and is standing next to their team getting CCed doesn't matter that much since your flamethrower stays on. I prefer to grab Sorc Boots for even more laning burst and get the AP + Tenacity item if I really need it.
I actually really hate 2v1 lanes where I'm the solo. like I go out of my way to get someone else to do it.
I dunno who you're playing against where they both stand in your flamethrower and don't harass the shit out of you while they can before teamfights start
Rumble is a good 2v1 because a level advantage is a big deal for him. His ultimate absolutely destroys someone if they're still level 4-5 when he's six.
Basically, your play is to last-hit with your E until 6 while staying safe and leveling Q. Once you hit 6, run up to the squishies person in the lane and place your ult so it hits both of them, then chase with your E and burn the lowest with Q + Ignite. They should die pretty much instantly if they're at all squishy, and then it's a pretty easy task to 1v1 whoever's left.
If you don't get the kill for whatever reason (usually Flash+Ghost), wait until your ult is up and do it again.
The key with 2v1 lanes is playing super passive until you have an advantage. Don't take harass early on, just let them deny you last-hits or XP as they can - you'll stay level with them or even get ahead simply by virtue of them having to split the gold and XP.
Another issue is that I don't trust anyone else to go solo 1v2. Any ranged carry or mage? Eaten alive. Any other tanky character? None of them can bring the pain at level 6 like Rumble (well, maybe Irelia/Renekton.... maybe). EDIT: I suppose Vlad can do good in a 1v2, as can Shen and a couple of others. But it's still a pretty short list of characters that are as good or better than Rumble in that lane.
I approach it with the mindset that, as long as I don't lose my lane or get zoned out of EXP, I've won the 1v2. Theoretically, our jungle being able to roam and support the other lanes should have all resulted in them winning their lanes. I know it rarely actually works out like that, but that's how it's supposed to go anyways.
I will 1v2 with Lux all day, and get double kills.

get health regen runes and a regrowth @ lvl 1, you will be amazed when you regen health faster than Garen.
35 hp/per 5 @ lvl 1 yes plz!
This means you never, ever need to leave lane and when you do, you'll be buying 1-2 philo stones and sitting in lane forever again.
Pro build: philo (i tend to get 2) this makes me regen faster than any champ basically. philo 2x -> boots 1 -> sheen -> merc treads (almost always) -> triforce -> shurelya's (use on philo) -> Atma's Impaler/Force of Nature, depending on team get either.
You will probably want both Atma's and FoN, since both work so well with your build. Force of nature stacks with all your health regen so you regen faster than you take tower damage AND it adds to your crazy movement speed and makes you tanky as shit. Ghostblade active/Shurelya's active also make you even FASTER and melts anyone under your scissor blade thing.
Basically this build is prob one of the best out of any champs I've found online and makes her a tanky, clutch as hell, tower diving maniac.
HoG makes it sort of redundant and plus you would be better off having lower health and more health regen. This way you get back to full after almost every harass. Just harass then back up for like 10 seconds.
This also makes it so no matter what harassment you just went through, you'll be able to Equalibrium Strike stun then back up and regen SUPER FAST. You can spam abilities and have mana back in a zilch.
THIS makes it so you almost always force someone out of the lane, if not get first blood/early kills.
The point of Irelia is to get in, do damage and back out. If they chase, you stun them with higher health, then walk away or clutch annihilate. The HoG just makes it detrimental and doesn't help in anyway, especially since you want to stack health regen with irelia AND you will just turn a philo stone into Shurelya's anyway.
HoG would just be a pointless item for her. Get 2 philos instead and watch yourself never needing to go back. Then when you do back you be like IM RICH BIATCH!
Arggh, I hate it when a game goes south and I'm playing tank. Everyone always blames the tank. I just spent a whole game saving all your asses with Alistar but it's my fault we lost because I didn't want to initiate a team fight in the river.

Thanks (To everyone that responded earlier as well.) Just a quick question though, you mentioned Ghostblade, though don't you mean the move speed from Shurelya's? I'm torn on whether to get 1 HoG / 1 Philo or 2 Philo's though. Gut tells me 2 Philo's are better.
I tend to be stuck in Duo Lanes a lot, and kind of feel like an ass, because my CS is always like 5x higher than my lane mate's. I'm just chewing threw my Q last hitting to generate gold. So I end up feeling bad because my lanemate is completely broke.
Also, I'm completely boggled on how to Mid or Solo Top as Irelia against a Ranged champ without them poking me out of the lane.

Ryze in general just feels like cheating - but for god's sake, don't build him AP.
What sort of skill order/runes/masteries/summoners do you use?
gangplank, miss fortune, mordekaiser, shaco, evelynn
that team would be so terrible
Since you're always casting, you're pretty much always guaranteed the proc as soon as it's up.
21/9/0 Masteries, ignoring the crit masteries in offense, and taking strength of spirit in defense.
Ignite/Flash
Magic Pen Marks, Mana Per Level everything else (altho if I had to buy the runes all over again I think I'd go flat mana, but that's debatable).
The harder the rain, honey, the sweeter the sun.
Because Gragas isn't in the same role as Rumble
However, I've only played him twice in ranked, a long time ago, and didn't do so well.
However I'm now scarred for life and unable to bring myself to play him in ranked again.
How do I get over my fear?
Id start by throwing on my big boy pants, clicking shaco in a ranked game and winning like a man.

I'm dead serious."
I will 1v2 with Lux all day, and get double kills.
Be excellent to each other! Unless you were being sarcastic??
anything you need to know about irelia.
get health regen runes and a regrowth @ lvl 1, you will be amazed when you regen health faster than Garen.
