    It all starts when a burst of fantastic cosmic rays from the east collides with a surge of incredible gamma rays from the west, converging on one spot where tectonic plates in the earth's crust have just begun to shift. That spot is occupied by a raccoon sitting in a puddle of mutagen and reading a comic book. As he's then struck by a bolt of lightning, he casually glances at the nearby headquarters of NIMH. The mutated raccoon survives due to a magical ward cast upon him by his future daughter-in-law, and he is filled with purpose to make diplomacy with mankind.

    From there, things really get wacky.
