I think its more due to the fact that nearly everything Terran does is highly dependant on your ability to execute it well.
Example:
Player A executes a flawless bio build, macro-wise, but groups them all together and tries to attack with a ball.
Player B executes a flawless bio build, macro-wise, AND does drops, multi-pronged attacks, flanks, and has good micro ingame.
Player B's bio build is going to be several times more effective than Player As.
The difference for a Protoss army, I feel like, between good control and optimal control, is more like 30% or so.
Would be kind of funny if some terran player clawed his way through these terran-heavy brackets with good TvT, and then was kind of meh in a non-mirror finals situation.
Pulling an inca, if you will.

Reasons for using low settings:
Guaranteed maximum framerate - regardless of how powerful your computer is
Less "clutter" or distracting graphics/effects
Battle losses are easier to determine when there aren't corpses lying about
With the right shader setting, it's supposedly easier to spot cloaked units
Reasons against using low settings:
It is so ugly what the hell man it's like a pastel version of Warcraft 3
Force fields are nearly impossible to see (this can be fixed by editing a file, though)

finals will either involve nestea or be a TvT.
(this is the best way I know to make sure to terrans make it to the finals, my predictions never come true)

It's ugly, seriously, wtf man
Also high graphics creep lags my FPS in my base to 20-30 from looking at my partner's base where I get 30-50 FPS at the start of a 2v2.
all the good analysis Destiny does during and after games is overshadowed by the few minutes where he rages about shit because people only ever post/talk about crazy shit. He's really good and plays some amazing games and can come back from being so far behind by great decision making and amazing micro. I'm a huge fan obv.
also inControl is a douchebag. He's like Tyler to me in that I just see both of them lose all the time in tournaments and they talk like they're the kingshits

I think having reflections enabled is the major cause of creep framerate issues. The reason is that minerals are very reflective and put off a lot of light when mining is happening. Creep is also reflective and shiny.
I have most of my settings on high/ultra, but a few on medium/low so I can have pretty without framerate problems.

Bomber's massive blitz was incredible. Suddenly he cut Nestea down from 6 bases to 3 in one fell swoop
Didn't matter in the end, but christ. If Nestea hadn't done any of the myriad things he did, he would have been overrun at that point. If he hadn't made that many spines, for example.
EDIT: Wolf's voice going up at the end of every sentence is starting to fucking piss me off.
