Pretty much. Just turn off random joining. That's what I did, and I never looked back. "Hey! some guy's going to make it impossible to earn achievements for you. Is that okay? Too bad."
Also, while the prison crib doesn't have a boat or helipad garage, there's always a Shark down by the dock at the rear of the prison (by the tunnels) and a police chopper way on the far end. Although how you got there without either a boat or a flying machine is a mystery...

Assuming the garages work the way they do in SR2, theoretically, anyone who misses out on the preorder for whatever reason could join a co-op game with someone who did, steal a Manapult, then park it in their garage and have it forever and ever.
Yup. Also Why is the special edition not on amazon yet - I had a 10$ credit toward the next THQ game I get from getting RF:A and that better transfer over when I switch my preorder.
