blanka is the first character I had to deal with by using both a CPU dummy and a recorded dummy
after that he is either boring or annoying and usually both

You know how to really piss people off with Blanka? Make them think you are going to do the normal Blanka bullshit, then don't.
For example, get knocked down in the corner with only a sliver of health left is pretty much a guarantee that you are going to get chipped out with an ultra, but a lot of characters have a way to beat this if they don't panic (damn Sakura's anti-air...) I've taken to sitting right in front of them while they wake up and doing nothing, then sauntering up for a throw.
I like to save meter and play runaway blanka if i have a minor life lead. Sometimes it works to beat people that are much, much better than me. Kinda like runaway Dan with his jump taunt XD.

Short roll - bite gets beaten by anyone with a good jab if they can predict it, though it is amazing how many people fall for forward hop - bite right at the beginning of the round. (yes, I know I am abusing the lag, :P)
I have never had any luck playing runaway. If you happen to lose your life lead and get turtled it can be really hard to find an opening. Comebacks are not his thing.

So, I'm this close to pulling the trigger tomorrow on a WWE Brawl SE, but have been thinking about waiting a week and getting a TE instead. However, looking around it appears that new Xbox TE's aren't easy to find. The only one on Amazon was $185, so I went to the Mad Catz store only to find that my only choices are an MLG TE or the new Street Fighter x Tekken Fightstick. All the other 360 sticks are out of stock.
Now both of those are $160, and honestly I find them both to be pretty ugly (is it sad that compared to those two I find the Rock and Triple H to be an improvement?) So I'm back to the Brawl stick unless anyone knows of anyplace that sells new TE's online.

TGS is up and running by now so I figure if something was going to happen it would have in the last day. Was about to finally pull the trigger on AE, so, figured I'd check.
The sole reason I had largely ignored IV up to now was the lack of Yang, but will I instantly be hated by all for using one of the twins? Will that hate be nullified as long as I'm bad at using one of the twins?
I want a Yun stick. It will have Yun standing on top of Chun Li's broken body.
(idea: perhaps write "chaoshat" with an arrow pointing to chun)
TE of course, I will spare no expense with the buttons. I will need every advantage to perform the mind boggling feats of execution that occur in every match at every moment.

I have issues with blanka with every character until i sit down in the matchup for awhile. He's just one of those picks that changes the game into something that looks and plays an awful lot like street fighter, except it's not street fighter and it sucks and isn't fun

You'll find opponents on all three options, but PC and 360 are probably the best options.
At this point I'd really only get PS3 if you have friends on it or plan to hit up tournaments.
I know some people on the PS3, main reason next to not paying for XBL Gold. I think I'll stick with that, but I'll make it a plan to grab the PC version next time I see it cheap.
