It literally doesn't matter. You could if you really hate how your character -- and all it's possible options -- looks. Otherwise, all newbies start with the same stuff. Only difference is avatar looks and the free newbie ship you get when you die.
Hybrid turrets also share gunnery support skills so if you go to projectile (Minmitar) you'll have some work done already. That said you are a one day old spy.
I've finished training up BC V, and I have nearly all of the missile and navigation skills at IV. Should I start training all that stuff up to V, or should I branch out into turret skills next? I was thinking of training up for a Tengu soon, since I have all the pre-reqs and enough money to get the ship and fit it out, but I would be terrified of losing it. I should probably make sure to have Advanced Weapon Upgrades before thinking of flying a strategic cruiser I guess?
I'd just pick the next ship/fitting you want to fly, and train for that. Eventually one of those fits will require AWU. I wouldn't try to go for perfect skills for anything unless you really love it or have nothing left to train.
Get AWU to IV, that's pretty quick and can help with fitting on every ship. There is a missle skill that helps with smaller ships but I'm at work and can't remember it - I think most folks say to get that to V but at least IV.
If you can fly a badass Drake maybe first take a look at your support skills and make sure nothing is a glaring hole - such as Evasive Maneuvering V. These will benefit you enormously in a Tengu. Make sure you're Shield and Engineering skills are polished up too. Then I would probably work on getting into either a Scimitar or a T2 Maelstrom.
Also Hybrid turrets are quite a bit better than they used to be.
Gassernorm, if you go hybrid I'd go the blasters route over the railgun route. The majority of PvP fits that use hybrid turrets use T2 blasters... which I can't use because I went T2 rails and am training other crap at them moment.

Right on, hybrid/blasters, thanks V1m, Stork, and Drain. I fly a Navitas now, what ship should be the next one? Concerning certificates, what is their purpose? Do I need to get some or is it an eye wash thing?
If you have BC5 train all the racial cruisers to 3. Trust me on this.
I have already done this in preparation for the skill changes, so no worries there.
In regards to support skills, I just recently finished Evasive Maneuvering 5. I also have Shield Management 5 and Shield Operation 5, the Shield Compensation skills to 3, and all other Engineering skills to 4 except for the Capital stuff and Energy Pulse Weapons. I can fly a fleet Basilisk (logistics 5) with no problem. I don't seem to have Guided Missile Precision yet, so I could work on that or work on getting tech 2 HAMs. The other option is to start working on Battleship skills I guess, I don't have much of anything for Large weaponry.
Always train all gunnery/missile supports to 4. If you are going to use that weapon type. 4s is a base line for them to be workable. All of the support skills.
Don't train shield comps they are bad. No one uses passive hardeners and they make no impact on the active invuls etc that do get used a lot.
If you have BC 5 and t2 heavies, grab the skills for a nighthawk perhaps? Also tengu skills.

To fly T2 Frigates you'll need the racial frigate at 5, then you'll need to train up the Assault Ships skill, and a good rule of thumb for t2 ships is: train the ship skill to 4 to try it out, and 5 if you decide you like it.
Now the good thing about the T2 ship skills is that they're trans-racial. Once you've trained Assault ships 4, that means you're at that skill level for any other race's AF that you qualify for: all you have to do is train up another racial Frigate skill to 5 and you instantly get access to their AFs. In your specific case, once you have Gallente Frigate 5 and can use T2 small blasters & rails, I'd say train up Assault Ships 4 and enjoy some Enyo & Ishkur goodness. While you're flying those, you could train up Caldari Frigate 5, and in 5 days you'll also get access to the Harpy, which also uses Hybrid turrets. Or you could train Minmatar Frigate 5, which would then also imply skilling up for T2 small projectiles, but would open up the excellent Minmatar Frigate range and the Angel & Serpentis ships (the Daredevil and the Dramiel). That will give you a good, diverse range of Frigates; speed ships, DPS ships, drone ships.
From there, I'd look at Cruisers. The Gallente T1 cruiser lineup isn't bad - you've got the Thorax and the Vexor. I like the Thorax, not just because it is literally a flying dong, but it's also fairly easy to fit, has great damage potential and a nice big dronebay. Plus: SPACE DONG!
I wouldn't worry about T2 Cruisers anytime soon: that's where shit starts getting really expensive and you'll want to know what you're doing with these highly specialised ships. Cruiser 4 is good for now, and then get Battlecruiser skill 4 ASAP because of the skill changes that are coming soon.
T2 medium guns are a big train, so think carefully before committing to that. If you're enjoying the up close and personal style of Gallente blaster ships, go to it and train Medium Hybrids 5.

Mineral prices have been skyrocketing, so mining is becoming a lot more profitable. Might even be worth it if you can fly a hulk, but it will still be terribly boring. PI has become a bit less profitable but you can still easily pay for an account with 2-3 PI characters. Working towards a Drake (including BC V and T2 Heavy Missiles) would probably be a good place to focus your skill training, for a bunch of reasons - you can use it for both pvp and pve, the skills cross over to a Tengu, and there are some likely skill changes in the next few months that you'll profit from if you have BC V.

Thanks for the tips btw, I'll work on BCs and working my way up to Drake while I'm directionless. I don't have access to the MerchI forums anymore either, so I can't peruse the newbie threads there. I remember you guys being super helpful and you had lots of great advice when I started up last time, hopefully the trend continues. I remember having a blast on operations as a tackler, it's a surprisingly effective and easy role to play for a new person.
