Seeing people do these for DS and Gamecube, I thought it might be a good idea to create a resource to stave off all the "recommend PS2 games" threads.
I personally am only qualified to recommend the following, but please post recommendations with reasons and I'll add 'em.

Second, I'd definitely move Stretch Panic to the Oddball category. Lots of folks might be turned off by its quirkiness and disconnected, incomplete feel, no matter how technically adroit it is.
Third, your "close-combat action" genre could probably be called Brawlers. Some moody titles like the first Devil May Cry are on the border with Action-Adventure, but for the most part you smash your way through tons of enemies and then a boss--rinse, repeat--just like Final Fight and so on.
Fourth, my recommendations for addition:
ODDBALL
Katamari Damacy--not as good as the sequel, but plenty of fun anyway, and with a catchier soundtrack.
FLIGHT SIM
Ace Combat 04/5/Zero--butter-smooth arcade dogfighting with high production values. 04 is serious and destruction-focused, 5 has variety and melodrama, and Zero has more of everything. Tastes vary, but they're all good.
BRAWLER
R.A.D. (Robot Alchemic Drive)--Epic-scale citywide destruction with giant robots, and a neat control scheme where you're literally holding the remote.
RPG:
Shin Megami Tensei Nocturne--A very unusual atmosphere, a belief in the power of philosophy, and an intriguing design sense all serve to differentiate this game despite its very traditional JRPG roots.

Anyway....naruto, narutimate hero is pretty fun action.
Also maybe add a racing section and add Grand Turismo and Burnout 3 Takedown?

I've only played 2 myself, but I hear from a fair few sources that althought it has less options than 3, it's actually the superior game on controls and balance. Care to give me reasons otherwise?
As for naruto... I hear it's more along the lines of decent enough, which simply makes it unusually good for a licence if true. Think you could give me some more detailed reasons than "pretty fun"?
Which Gran Turismo would you suggest? I've never been near them.
Ah, but... which ones? I've never played 3, and people seem of mixed minds about 2.

I have a friend who likes to play some Street Fighter 2 now and again. I was living with someone who had a 360, and we used to throw down some on Live Arcade rather steadily. I have since moved. I just got a PS2 to play some Guitar Hero; but, I know there has to be some decent 2D fighter compilations out there for it.
Recommendations? I do believe he's a big fan of Alpha 3 or something like that, I really don't care what game it is as long as it's balanced and fun.
Well, Soul Calibur 2 and 3 spring to mind, as they're essentially 2D.
Unless it's retro compilations you're looking for.
Just started playing it today, getting to the Vic Viper boss battle, and I just find the controls to be overly complicated and the fighting mechanics clunky. Plus the pacing is just horrendous, it's like there is a cutscene after every single room to push further the convoluted plot.
The coolest thing so far to come out of this game was when I threw my controller at the wall in frustration and have it bounce into the garbage can.
Well, i find that Soul Calibur 2 is a better experience than 3 because it doesn't wipe my memory card.
3 also felt slightly lazy compared to 2.
You're the first person I've encountered who's had bad things to say of it.
Final Fight and Knights of the Round are beat-em-up games. Soul Calibur's a fighter.
I really would not mind a copy of Street Fighter 2. But, I'm scared of just picking any compilation up off the shelf. I played a fighter compilation for the PS2 at PAX last year; and, the SF2 was incredibly wonky. It took input really fast, but there was serious lag between that and what happened on the screen.

At this point, with all the new PS3 owners wanting a decent PS2 collection, it should be time to make a service like this available... at least before the bodel ith bad BC hits the market.
