I believe they're planning on a soft ELO reset. Everyone's ELO gets pulled more towards the 1200 mark. If you're 600 ELO, you'll be at like 900, if you're 2200 you'll be at like 1700. I swear I saw a red post on it, but I can't seem to find it again.
That seems like an okay compromise.

He should make a great counter-jungler, depending on the numbers for Fracture & Crystal Slash. His ulti gives him better ganking potential that Nunu, too.

I'm guessing the magical damage portion of his Q, the strength of the shield, and the heal are based off AP while the physical damage portion of his Q is AD. The ult could go either way.
I'm guessing AD / AS builds to focus on his passive and Q synergy with an option to go tanky ap with maybe a nashor's thrown in for people that like his AP style.

The vast, vast majority of people use vent to get games. Log onto the G&T vent and hang out in the LOL channels. If you see a room with <5 people, proactively ask if they have a slot open.
You may be "stuck" with level 30's to a significant extent.

I too have felt the frustration of the solo que. Feel free to add me (ffgikekmen). I also would like to play with PA people but have no idea how to go about that. Yes I have vent, but what then? Do I just join random channels until i find some people playing LoL?
I personally consider him to be the best, after adjustments for my skill.
Bad ganks until 6. Requires Lizard until then. He's a very, very slow jungler, but he is very safe.
With Warwick you are pretty much saying "until the lanes hit level 6 you cannot receive a strong gank." Buying a madred's also slows him down a ton from getting particularly tanky. WW is fantastic late and mid game with farm that he won't get in jungle.
I personally consider him to be the best, after adjustments for my skill.

skarner's impale doing magic damage makes no sense to me whatsoever
edit: looking at the screenshots I guess hes not really impaling them but man that is false advertising
Riot members said in their forums that the images are of after Skarner has already impaled the victim. They said that the start of his ult is him striking out with his stinger and then chaining them with the laser beam
Most champions have at least 1 skill that scales with AP so that Nashor's Buff actually affects them
Baron also gives increased attack damage for those who have zero use for AP, like Vayne. Though I find it very unlikely that Skarner would not have an ap-based ability.

When I have a support guy like Taric, so I decide to go in against an almost dead kennen, a heimer with no mana, and a master Yi who's afraid to actually get in any kind of fight, and I die, because the Taric sat there like an idiot not helping me, AT ALL. Right there. You just pointed out why he's bad. You need red buff to gank. Red buff is a very bad place to start due to the exp you get from it. Noc/Amumu/Nunu/Taric/Fiddlesticks/Trundle all don't need red buff (though it helps), and can gank as early as level 2 or 3, and WW's ganks aren't really that strong even with red buff. Getting first dragon isn't based off timing either, it's based off an advantage in either jungler, bot lane, or mid against strong opponents. I rarely see people solo dragon or even go for dragon nowadays because they assume it's warded and not worth the risk.
But like if I'm playing Rumble top. I know I can be in their face at their tower because if WW shows up he won't catch me let alone hit me 90% of the time.

Give the following a try before giving-up on solo queue entirely:
In the LoL launcher, under the 'region' option, select 'EU West' (or 'EU Nordic' if you prefer). I kid you not - it's a completely different experience. Yes, you still get baddies and retards, but even the worst EU players are not comparable to the mouth-breathing sacks of poop that play on the NA servers. People actually buy wards, actually know when to push, actually recognize the importance of map objectives, etc.
You will still get bad games, but not 10-losses-in-a-row bad.

I see WW zoning kass easy. Kass goes for creeps, WW charges. Kass q's, WW keeps coming and Q's back. WW walks away at his starting health, and Kassadin is out mana and health. You just turned Hungering strike into old wits end. Once you get your slow it'd go better, but still not well. By the time you both hit 9, it's a bit late to matter, what with the creep disadvantage you are at, not to mention xp if he zoned you well. Lanewick for lyfe bro.

If he's q'ing you errday he's gonna run out of mana reeaaall fast unless he's going rings or has mana pots. If he auto attacks creeps to heal, good for him he's just gonna push the lane. By level 9 you should be able to damage him more than he can heal and damage you, at that point it's a war of who has more mana, and that should always be kassadin.

On the NA servers, it doesn't even get that far. Someone chooses TF and feed 0/13 or whatever, and game's over in 20-ish minutes. There's retards on EU, but the skill level is not equivocal to the play you see in low ELO on NA.

WW actually has almonst no mana issues if you buy a chalice or a second doran's ring (and against Kassadin a chalice is a really good buy). He also doesn't push if he uses his Q to heal on low health creeps since it'll do the full heal even if it only did 1 HP of damage. Like WW's Q has a shorter cooldown than Kassadin's Q, he will never get bursted by a Kass, and he can sustain so easily from it.

Skarner's regular abilities look like he'll be a beast in 1v1, but they seem really weak for teamfighting. His ult seems like the opposite.
It'll be interesting seeing what he's capable of. I suspect he'll have very divergent gameplay/item-builds if you want to focus on 1v1 or teamfighting for him. Can't wait to try him out.
I believe they're planning on a soft ELO reset. Everyone's ELO gets pulled more towards the 1200 mark. If you're 600 ELO, you'll be at like 900, if you're 2200 you'll be at like 1700. I swear I saw a red post on it, but I can't seem to find it again.
Hoping they won't be Taric's skins. Pink crystal scorpion... who'd want that?

That seems like an okay compromise.
He should make a great counter-jungler, depending on the numbers for Fracture & Crystal Slash. His ulti gives him better ganking potential that Nunu, too.

I'm guessing AD / AS builds to focus on his passive and Q synergy with an option to go tanky ap with maybe a nashor's thrown in for people that like his AP style.

I want out. I can't take it anymore. Where do I sign up to play mostly with Penny Arcadeites? I repeatedly posted in the channel, asking for people around my level and very rarely do I get a response. There's people in the chat, they just don't seem to read and post. I assume it's because most of them are in games.
I try my best, I'm not the most skilled, but I can't take the blame for everything that goes bad. This is a team game, isn't it?

The vast, vast majority of people use vent to get games. Log onto the G&T vent and hang out in the LOL channels. If you see a room with <5 people, proactively ask if they have a slot open.
You may be "stuck" with level 30's to a significant extent.
I too have felt the frustration of the solo que. Feel free to add me (ffgikekmen). I also would like to play with PA people but have no idea how to go about that. Yes I have vent, but what then? Do I just join random channels until i find some people playing LoL?
Bad ganks until 6. Requires Lizard until then. He's a very, very slow jungler, but he is very safe.
With Warwick you are pretty much saying "until the lanes hit level 6 you cannot receive a strong gank." Buying a madred's also slows him down a ton from getting particularly tanky. WW is fantastic late and mid game with farm that he won't get in jungle.

What is considered fast? My jungle is a full clear in 4:00 at level 4, with double buffs and enough HP/MP for a gank.
I see it as a 2:00 gap or so. Between when your lizard wears off and when you hit 6, and during that gap you can often dragon.

Riot members said in their forums that the images are of after Skarner has already impaled the victim. They said that the start of his ult is him striking out with his stinger and then chaining them with the laser beam
Baron also gives increased attack damage for those who have zero use for AP, like Vayne. Though I find it very unlikely that Skarner would not have an ap-based ability.

Right there. You just pointed out why he's bad. You need red buff to gank. Red buff is a very bad place to start due to the exp you get from it. Noc/Amumu/Nunu/Taric/Fiddlesticks/Trundle all don't need red buff (though it helps), and can gank as early as level 2 or 3, and WW's ganks aren't really that strong even with red buff. Getting first dragon isn't based off timing either, it's based off an advantage in either jungler, bot lane, or mid against strong opponents. I rarely see people solo dragon or even go for dragon nowadays because they assume it's warded and not worth the risk.
But like if I'm playing Rumble top. I know I can be in their face at their tower because if WW shows up he won't catch me let alone hit me 90% of the time.

Give the following a try before giving-up on solo queue entirely:
In the LoL launcher, under the 'region' option, select 'EU West' (or 'EU Nordic' if you prefer). I kid you not - it's a completely different experience. Yes, you still get baddies and retards, but even the worst EU players are not comparable to the mouth-breathing sacks of poop that play on the NA servers. People actually buy wards, actually know when to push, actually recognize the importance of map objectives, etc.
You will still get bad games, but not 10-losses-in-a-row bad.
I see WW zoning kass easy. Kass goes for creeps, WW charges. Kass q's, WW keeps coming and Q's back. WW walks away at his starting health, and Kassadin is out mana and health. You just turned Hungering strike into old wits end. Once you get your slow it'd go better, but still not well. By the time you both hit 9, it's a bit late to matter, what with the creep disadvantage you are at, not to mention xp if he zoned you well. Lanewick for lyfe bro.
@21stCentury On the main Games and Technology page, the vent info is in a thread at the top. The LoL channels are pretty clearly marked out on the server, and nobody will get mad at you for just wandering into a channel, unless you are disrupting their game by talking a lot. Even that is pretty rare.
Yeah, but won't that make my ping shoot up? My connection is not all that great, i already have ping that hovers around 100 or so, I wouldn't want to have to choose between lag and not-awful-players. Plus, wouldn't i need to make myself a new account?

That's why I said by level 9. Till then, he's gonna q you every now and then, but that's it, nothing a potion or two can't fix. If he's q'ing you errday he's gonna run out of mana reeaaall fast unless he's going rings or has mana pots. If he auto attacks creeps to heal, good for him he's just gonna push the lane. By level 9 you should be able to damage him more than he can heal and damage you, at that point it's a war of who has more mana, and that should always be kassadin.

On the NA servers, it doesn't even get that far. Someone chooses TF and feed 0/13 or whatever, and game's over in 20-ish minutes. There's retards on EU, but the skill level is not equivocal to the play you see in low ELO on NA.

I still haven't played a single real game with humans on both sides, so yeah, don't expect me to carry my own weight for the first game or two that I'm on your team. Awesome. I still have fond memories of that game, and hanging out with you was one of the fondest. I wish more people played it, it just felt too empty for an MMO.
WW actually has almonst no mana issues if you buy a chalice or a second doran's ring (and against Kassadin a chalice is a really good buy). He also doesn't push if he uses his Q to heal on low health creeps since it'll do the full heal even if it only did 1 HP of damage. Like WW's Q has a shorter cooldown than Kassadin's Q, he will never get bursted by a Kass, and he can sustain so easily from it.
