I’m planning on working and living the UK within the next year or so. Process of immigrating and setting myself up in the UK aside, I want as much information about culture and work environment as I can get.
I am a web designer and developer and have worked full time at American and Spanish companies. However, I recognize that UK culture is unique in its own way.
What’s office culture like in the UK? Here in the states web design typically employs a younger working population, is it like that in the UK?
What’s the best way of trying to find a job in the UK as a designer and developer? Is there a popular job listing website like careerbuilder.com or monster.com specifically geared towered towards a British crowd?

Are there any great or renowned university programs for post-graduate work in England?
What are some towns that I should look into for jobs outside of London and Birmingham? Is there a particular city that is known for a large as a design or advertising hub?

For a better idea of the answer you're looking for you need to give a far better background as to what projects you've worked on, what companies you've worked for, what skills you have, what your diploma is in, when you're planning to come to the UK, how you found your current job, whether you've freelanced before and what your current salary is.
You say you're a "designer and developer", if you've only worked on websites you're not a designer, if you've only done PHP counter scripts you're not a developer. I would have a lot of this information if your portfolio site was present, but a rather glaring "Under construction" message is present. You will need a portfolio no matter what you're doing, and putting up a holding page is bad form. If the site isn't there, don't link it.
I really can't comment any further without some more information and background.
