partially ny shut down and started evacuating early because otherwise all of those people would be stuck on bridges and in tunnels as the hurricane hits

Oh wow, I didn't know it was that big of a deal . . . California just gets annuals floods and fires and mudslides and sometimes earthquakes. But we freak out whenever it rains so I just can't imagine.
I think most of the time with Hurricanes on the east coast, it's largely prevention. We get people out of the way just in case. Especially after Katrina. Nobody wants to be at the helm when that happens again, so everybody's trying to get their people out.
The Carolina coast is pretty used to hurricanes, though. I think body counts are pretty rare for our states.
