Rash on my foot?

A few days ago I discovered that I have some sort of rough texture on the inner side of my left foot, just below the ankle. It's got sort of a red-orange color to it.
My mom thinks it's Athlete's foot, seeing as I do a lot of walking and biking and don't change my socks as often as I should (my bathroom desperately needs a cleaning). I did a checkup on Wikipedia and the picture's don't really match, but I'm not ruling it out.
Any ideas on what it could be and what to do about it?

But seriously. Does it itch? Ooze? Sore? Maybe try some Athlete's Foot powder and see what happens. It's cheap. Take a photo and post it here?

"Athlete's Foot" is the layman's term for a foot fungal infection, and it's a general term. Just like you would say you have "a cold" or "the flu", when in fact you may have any number of upper respiratory tract infections. As a fungal infection, it can literally look and feel like anything crusty on your foot.
Since that section of your foot undergoes a lot of stretching and movement (especially if you do a lot of walking and biking), it could just be some normal discoloration of the dead epidermis of your skin. Unless it's oozing pus, swelling, or is painful (not like "cracked skin" painful, but sharp stabbing pains), I would just put some foot powder on it and keep it clean, washing it twice daily.

No major itching or oozing, just red and rough. Pics as soon as I find our camera's battery charger.

Probably athletes foot. Hit it with the spray, wear sandals for a few days to let stuff air out. Wash your socks or buy new as needed. Keep the feet dry.

The rash seems to be slowly disappearing, but it was certainly a wake-up call. I've got quite a few appointments I'll need to make in the near future, so this is just one more.

So. Rubbed the rash down with a wet washcloth and dabbed dry with some (freshly opened) TP. The cloth now has a few orange spots on it.
Dermatitis? Eczema?

Foot powder first to see if it clears up before he goes spending large amounts of cash to diagnose it.
