White lines flickering across my screen?

My dell inspiron 1721 is suddenly having white horizontal lines flicker from the bottom to the top of my screen. Sometimes, my screen will go a transparent white. I can still type and video will still play but when I try to manually adjust my screen, more lines appear.

It's either a problem with your video card or the cable connection between the screen and the motherboard. Do they appear after a little while of use, or are they always there?

Try using your laptop's HDMI or CRT output and hook another computer screen and see if the problem continues, if you don't have any problems, I would guess it's an issue with your laptop screen, if you still see white lines, then it might be your video card.
