OpenGL 3 is so heavily focused on on-card buffers for everything that it doesn't much matter anymore. You can produce an efficient 3D engine in Python now, since API calls are so much less frequent and lightweight. It's basically, you send everything that needs to be on the GPU to the GPU, then you tell it how to shuffle the bits around. No more streaming every single triangle through API calls anymore.

That is the common complaint against Java games. That there's too much overhead and the game runs like shit. I want to see how far you can get though.
I would imagine you could get pretty far. The JRE isn't terrible for performance, but it will never match C++. Of course, development in Java is way easier and faster than in C++ so if you want to build a graphics engine from scratch by yourself, it's probably more likely you'll actually complete one in Java.
