This has always been my experience with Steam's offline mode sadly.
Some games don't actually need Steam to launch them though so if you navigate through to your steamapps folder and try running a games executable directly from there you might get lucky.
I have found that it's sometimes necessary to put Steam into offline mode manually once while you are connected, that you may play it offline in the future. So, everyone should probably do that.

I try to go into offline mode periodically on all machines to be safe. After getting burned once by it on a trip, the last thing I do on my laptop before turning it off is putting Steam into offline mode (if I have Steam up). Hmmm, maybe there should be an option in the client somewhere to automatically do something of that sort every time you exit steam (not put it in offline mode, but make sure offline mode is available next time you turn it on).
I wouldn't be surprised if offline mode's functional inconsistency was due to the thought from certain developers that "offline mode" is code for "User A is playing all of User B's singleplayer games without paying for them".
It can be a pain in the ass when your internet goes down or you move and have to wait a few days for your ISP to get you up and running (which I just went through), because it's pretty easy to get locked out of your games if you aren't careful.
Hm. The best way I know so far is just noting less stuff post picking. A mod to make them disappear when picked might be interesting, if silly.

19 hours, woah. I finished the game tonight after 5 hours (lots of shrine, monument, achievement and training grounds stuff left undone) and enjoyed it, but I think I might wait a bit before pushing into the New Game+.

I put in the disc, and it immediately takes me to the Steam download window. And I'm downloading 5 gigs, not some patch. I took out the disc, restarted Steam, but no matter what clicking the install button just lead me to a Steam download.
So yeah, Steam just didn't want me saving bandwidth.

I was at Target last night getting some medicine for my little one, and swung by the electronics area. Mercifully, Skyrim was sold out. Otherwise I think I would have brought it home, and told my wife they threw it in with the prescription, then hid in my basement in shame as I went dragon hunting.

Not for quite a while really. It'll either be (if it's $40 now), $30, $26.40, or maybe only $36, depending on whether it's 25%, 33%, or 10% off in the Thanksgiving and Christmas sales.
It'll only hit crazy prices next summer.
A good point about the backlog, @Centipeed , but I couldn't resist Skyrim. The rest of my backlog can wait, damn it!

With Skyrim "the conversation" is half the fun. Seeing a pack of sabre cats fuck up a giant is fun, but shift-tabbing to go tell @Lord_Snot about it after he relays a story about his latest dragon encounter makes the whole experience even more awesome.
Those pop-ups from friends in the corner saying "holy shit, you won't believe this!" are part of why Skyrim rocks.

Or, you know, people want to experience a game now, not in...16 months. Which is probably the minimum it would take to drop to 15 bucks. It's a mugging when you offer your money willingly to experience something? Do you only shop at the dollar store? Only watch movies you've borrowed from friends? Only eat food that someone else prepared for you? I understand not wanting to pay the full price for a game, but calling others fools and victims seems a bit dickish.
I guess it helps to have no (1 actually) friends who are playing Skyrim, or mostly having almost no friends at all who play games. While waiting for the $10 GOTY of Skyrim in 2013 I will be playing my $2.50 Alpha Protocol.

Strange: For some reason people in my contact list was unable to contact me when I was Online. They kept sending me messages through Steam but no warning or chat window appeared in my screen. First I blamed my connection but reinstalling Steam seems to have solved the problem.
I think I'll try to pick up Skyrim during the Xmas sale. My research on whether my laptop can handle it has had mixed results. But there is a chance it can, so best case there'll still be discussion going on while I play it, worst case it'll wait in my game bank until I get a new computer.

Sure, but the fun of playing a current game is that a lot of people are doing it and that you can take part in the conversations. This is especially true with Beth titles on PC, because they quickly develop a very active community. And yeah, it really is a cracking game. The UI is balls, but the actual game is fantastic.
The thing about Bethesda titles is that the community tends to stay for a while. Picking it up in a 6-9 months will not hurt your ability to talk about it with people on the internet.

Save file editor is confusing, and I can't seem to get the console to work with steam. Sucks.
