There's nothing wrong with farming. I'm just saying that jungler and support are the only roles where you can get away from that if you want, and support is only really viable at high ELO where people can actually last hit.
Give turrets two modes: Normal and Alarmed. While normal, turrets do less damage to champions so you can actually skirmish a bit beneath one without dying instantly, but you don't want to be there too long. They go alarmed, though, if a friendly champion is killed (not just damaged) by a enemy champion inside it's range. That's when the turret goes "Oh, fuck this shit" and you've gotta get out of there fast.
I'll need to look it up but i'm almost 90% sure that they already do this. They do have two states almost exactly as you mentioned them. but instead of altering damage I think it is a rate of fire thing. I'll look it up later when I have a chance to.

I think this would actually decrease aggressiveness. Killed 4 of their team, but now only have ~30% health on 3 champs left and a 20 second timer on their team? Before, you could safely push an inhib and run when you saw someone, but with this change, they could spawn at a tower on top lane(assuming the whole lane is still up) and cut you off easily. Therefore, you don't push and the game takes even longer.
Edit - But I really like game-changing ideas like this one.
Which would leave them horribly out of position and an easy kill for a full team. I think the idea could definitely have legs. It might need some tweaking here and there. Maybe it takes you longer to spawn the further out of base you plan to come back up (more time than it would have taken to spawn at base and tp up but less than if you had ran it from base)
Not that it matters because it is only an idea and I have no clue how to go about getting to people who would actually be able to implement it properly.

Spawn points gone when the turret is able to be attacked. So the inner turret spawn point would be gone when the outer turret is down. And the inhib turret spawn point would be gone when the inner turret is down.
You would need to still be a little cautious but you definitely would not want them spawning on top of you. Though that is not very different than having teleport anyways. Late game, you would still pretty much be stuck spawning in the base. But at the very least it would make the early game a little less passive since you could get back in lane faster. And that would be the only thing looking to solve here.
Not with last hitting, no. I really don't find the isolated act of last hitting interesting, but when I'm in an aggressive lane it's a huge part of what makes it fun - the balance of harassment, last hitting and trying to kill/survive the other guy just works really well.
Thinking about how crazy people are, I'm sure there's a bunch of guys who just love pure farming without opposition. To me, it's all about the pvp.
One more thing to add to laning. I love solo top, that's my thing, its what I'm good at. I love how much one champion can counter another when it's 1v1, and I love being able to pick the champion that screws the other over (I've branched out into a lot of champions now, so I can actually counterpick!)
So, I need to confess to my first true raging last night (this is more for Chaos, cause he was there). We have our 5-7 regulars we play with nightly, and I think we make a good team. We all have roles we've kinda fallen into, so they're pretty much the default. You want to play something different, that's totally cool and we'll all practice other roles. But we let each other know before we queue.
Our normal AD carry get's to be 'captain' and I have last pick. Hell yeah, haven't been last pick in over a week. I'm taking Nasus if the matchup is good. I don't even have time to say this before my teammate bans Nasus... He didn't even say anything. I'm really annoyed at this point, and give him some flak over trolling a teammate (He's banned Nasus on me before when I've said I wanted to play him). Whatever. Then, with 13 seconds remaining on his pick, he says he doesn't want to play AD carry this game and locks in Shyvana. My annoyance turns into rage and I dodge queue. I decided it would be better to call it a night than to play in my current state. I was also really annoyed at him from the previous game in which he wandered away from a pending team fight in mid to farm/push top. We lost that fight.

Towers have a static rate of fire. Their damage increases against a target the more they hit that target, however.
i think it's the combination of burnout and the swoop and the fact that i'm so naturally tanky just by being shyvana
it's like something comes over me, i see red and my eyes glaze over and i just have to chase everybody down and jump into the middle of their team and spit hot fire
Depressingly bad teams in a row just now. Not really surprised though since I've been on a winning streak for a couple of days. You know things are going bad when you dominate the enemy Annie mid and kill her a bunch of times solo, but at 15 minutes you look at the scores and she has more kills and assists than you.

Meh. Could try Fizz in a proper game I suppose. I've actually played Morgana mid for about 7 games in a row, won 5 of them and even the two recent losses I still finished in the region of 8/3/10. Basically we've lost because top and bot have been massive failures or our team comp was shit. I mean, when enemy team has Rammus and Cho'gath and you have absolutely 0 bulky characters you basically aren't going to win any team fights.

I wish backdooring was some how against the rules. I just lost a game because our Yi decided to try and backdoor instead of defending our own base against the entire enemy team with the rest of us. What a completely stupid fucking asshole, I hope he rots in hell. We should have won that game.

@echo not sure what summoner level you're at, but at level 30, with proper runes/materies, a lot of junglers can start with vamp sceptre and finish a full clear with 80%+ hp.

They fill totally different roles late anyway. Shyvana is AOE DPS with lots of physical damage, Warwick is a tanky intitiator who just keeps whacking dudes and being tough to kill after he starts a fight.
You shouldn't be taking too much dmg during Shyvana's jungle. I'm pretty sure you can vamp scepter her through quite easily or even boots pots through without much issue. WW will have a more sustainy feel because of his life steal, but the dude can't clear camps quickly to save his life. I can't imagine with the new jungle he can really keep up with the AoE speedy farm junglers.

Considering we had absolutely no minions pushed up at the time and he had to get through two nexus turrets while having shit for items while five people on the enemy team waltzed right up our mid lane and proceeded to wreck it because our Cho was dead and the three of us in base couldn't handle all five of their team. So yes, awful fucking idea and I hope that Yi rots in hell.

I've done the exact same thing as that Yi and turned games around. The difference being that I was sure my team would be able to win the 4v5 at our inhibitor turret while I pushed into enemy base. Backdooring is completely viable, but you have to be certain your team will be able to win. Or pick off the enemies when a couple pull back to deal with the Yi.

In the context of the specific game you were in, it may very well have been a bad idea. Probably was in fact. I was responding only to the idea of abolishing Backdooring completely; which I think is not wise.

Shyvana took so much more damage it's silly. WW's bite + passive is really great for jungling. But Shyv is probably faster overall.

Late game dragon is basically garen built tank that spits fire and kills EEEVERYONE.
She does super damage built metagolem and is nearly unkillable.
