goes into the one place and a dude is like "Ugh, another Thalmor bootlicker here to tell us how to live" (the Thalmor are the high elf kingdom's enforcers and they are DICKS)
and he's like "But I'm a bosmer!"

Trying to get Ulfric and General Tullius to sit down to a peace treaty while Skyrim is being invaded by dragons was a nightmare because Ulfric was always like one wrong word from table-turning and storming out. He gets up from his chair to fuck off twice and I have to be like "ULFRIC, there is fucking DRAGONS! SIT DOWN!" and he's like "ffffffine"
i'd completed the imperial quest line before getting to that point in the main quest... so i didn't get any sort of treaty mission. i kill ullfric's right right hand man while tullius is getting his ass kicked by ullfric. then i turn around and put ullfric to his knees and i am like- man, this guy's an asshole... but still, he has at least a little bit of nobleness. can i spare him?
but then like, tullius is gonna execute him instead. and tullius is a typical uppity, self-important roman cunt so i figured ullfric at least deserved to die by my hand. so i fucked up his day right before tullius struts up.

What I love about it is the presentation of events.
It's really a classic Sci-Fi riff. I mean, what happens in the Vault 11 story is definitely within the realm of been-there-done-that Sci-Fi, though definitely far at the dark end. What's so interesting about Vault 11 is the way the player experiences it. As vaults only have one entrance, it also serves as the exit. So you get this audio recording that doesn't make any sense until you traverse the entire vault. You experience everything in a reverse order and then everything finally dawns on you.
So good. So dark.
Top notch storytelling from Obsidian. Very subtle, and very effective.

when you enter vault 11, you pick up a tape recorder with five people talking, the basic gist of which is "but, why don't we just leave? it said we were shining examples of humanity?" and someone else saying "I think that's exactly why we shouldn't leave." and then a third person saying "Let's get this over with." The first guy says "Wait, wait-" and then then the recording ends with four gunshots.
As you progress the vault, you see a bunch of posters that say stuff like "Don't vote for Steve, his family needs him!" and "Vote for Ida, a known communist"
eventually, you find out that the vault's experiment was to lie to the occupants about the need to sacrifice one person every year, or else the computer controlling the vault will kill everyone. Eventually, the occupants decide to vote in elections to decide who gets run the vault for some amount of time. This person is also the next sacrifice.
This system dissolves into a bunch of bitter alliances and terrible corruption and fraud. Eventually, the next overseer decides to choose all future sacrifices by lottery.
It ends when only five people are left, who decide to give up and tell the computer that they aren't going to sell each other out anymore. The computer then reveals to them that they have finally completed the experiment. By not choosing to sacrifice their friends and loved ones for no good reason, they have shown that they are perfect examples of humanity and henceforth free to leave the Vault and start anew.

unless you were drinking regular 100-calories-a-can soda I don't really see a good reason to go cold turkey
I mean, why not switch to diet, or to coffee or tea? if you're trying to cut back on caffeine I think you'd be a lot happier doing it gradually

So, you enter the vault basically just looking for some electronic part for a quest. The vault serves little other purpose, but when you enter you can download a recording left for "anyone out there" in which five people talk about "really doing this" and it's all kind of vague. You hear four gunshots and then someone else sighs and drops their gun. End of recording.
As you walk through the vault, you can check the email system on various terminals. In the first area, there are some vague references to elections for Overseer, but it's weird because it seems like most people are trying NOT to get elected. Also, there were various voting blocs that would push for various candidates.
You get the impression that for some reason, this vault was highly political, but it's not clear why. It also doesn't make much sense to you why everyone is trying NOT to be elected. There are posters all over the place with people basically campaigning against themselves. One email lists three candidates talking about why they shouldn't be elected. One woman talks about the other candidates slandering her, and concludes with "but there's no reason I should be elected overseer."
In the next area, things start to become a bit clearer. The reason is this: The original Vault 11 overseer was told, before even entering the vault, that they would have to make an annual sacrifice otherwise all the vault inhabitants would be killed. He kept this a secret from the prospective inhabitants. When they were all locked in, they finally found out about it from him. They all felt betrayed by him, so they forced HIM to be the first sacrifice. From then on, it became tradition that the overseer would be the one sacrificed.
Thus began the highly politicized atmosphere of Vault 11. They started to segregate into cliquish voting blocs, the largest one being the Justice Bloc. The Justice Bloc had a monopoly on elections for some time (it is unclear how long). One woman - Katherine Stone - promised and delivered sexual favors to all the Justice Bloc members in return for not nominating her husband, Nathan Stone. Well, they nominated him anyway.
Kate then killed a few members of Justice Bloc, to dwindle their number down to a minority instead of a majority. You find this out on a security tape where she unabashedly admits this. She then gets elected to overseer and abolishes the election process, vowing that the Vault's random number generator would be used to pick each successive overseer in the future.
Justice Bloc then stages a coup. Everyone but five people in Vault 11 die. In fact, the entire interior of Vault 11 looks like a war zone with mines, booby traps, and sandbags and ammo boxes all over the place.
Anyway, these five people decide they've had enough and when the next annual sacrifice comes up, they tell the computer that they will not comply anymore. They'd rather all die than to sentence one of the others to death anymore.
The computer congratulations them for being a "shining light" for their defiance in complying with the order to sacrifice anyone in the Vault. The computer then tells them that instead of all of them dying, the vault entrance will be unlocked and they can come and go from the vault as they please.
You find this out after traveling down into the sacrificial chamber itself, which contains a really creepy empty room, a chair, and a projector. The projector shows you a movie telling you about how good your life probably was and to tell you that everyone has a role to play, even you (the sacrificial lamb). At the end of the video, the door locks and the walls open up to like 8-10 turrets and 6 or 7 robots shooting at you. If you defeat them all, you can download the information I mentioned in the last paragraph.
Now, we come back to the original recording you found at the entrance to the vault. It makes sense now: The vault congratulated them, and they are aghast. They think they don't deserve to live. So they make a suicide pact. And four of them go through with it.
