It is possible the game is struggling with ratings in the UK whereas the ESRB is pretty lenient. Although I never heard of the UK being as bad as Germany or Australia.
If the UK is struggling with ratings on the game it might be due to some of the things the characters call one another, especially Cartman being.....well Cartman.
The UK tends to be rather sensitive about such things.

For the whole "Grand Wizard" thing. Anyone who even bothers to be offended by South Park may as well be banging their head against the wall. Lighten the fuck up.
I'm not sure how someone can be offended by Cartman, given that the POINT of Cartman is that he's a horrible little loathsome piece of shit. It's not like the game's going "Yeah! Grand Wizards of the KKK are AWESOME!". Cartman's antics are funny because he's horrible, evil, and generally anything he plans goes down in righteous flames. The exception being the Scott Tenorman (sp?) episode, but Scott was worse than he was.
Cartman is just like all the other funny assholes, like Sterling Archer, Mike Thorton, Renegade Shepard, Dr. House and Dr. Cox, and all the others. Cartman in particular serves to act as the worst aspects of humanity. We can laugh, because it's black humor. People who take pleasure in others pain is a thing, but because it's parodied we can laugh to relieve the tension of reality.
In real life, they'd all be horrible people, but it's fiction. So...
Lighten up, people.

The UK announcement specifically mentioned that the PC release will be at a later date. The US announcement didn't. Now, that could be considerd a small mistake, but neither the US website acts like it will come later nor retailers nor anything.

I thought I read at one point Obsidian *suggested* they do it episodic and the South Park guys said no.
