I've never really understood Zorg's motivations, although I've watched the movie four times.
The complete and unscrupulous gaining of wealth through any means possible.
He actually says in the movie that he wants to create "destruction, disorder and chaos".

And to finish the job, all the Zorg oldies-but-goldies: rocket launcher, arrow launcher with explosive or poisonous gas heads (very practical), Zorg’s famous net launcher, the always efficient flamethrower (my favorite), and for the grand finale, the all-new ice cube system.
I posit that Zorg never knew the significance of the stones. He was only promised payment (and I would assume that means a lot of space doubloons) by "Mr. Shadow" to deliver the stones--hence his zeal to get them at any cost.

And he does that by supplying deadly weapons and fighter aircraft to radical groups (the Mangalore).
He's an underground arms dealer and smuggler that was paid to smuggle the stones for someone. Never mind that someone was a being capable of destroying the universe unless the stones were used against him.

Hmm. This is acceptable. It's a pretty glaring flaw, but acceptable, although the movie hints that he believes he has other motivations.
