Help me find CHEAP Hosting

I'm looking for hosting to fit my specific needs. Suggestions are needed and welcome:

1) POP access. Webmail would be nice but not needed.

2) GOOD FTP access. I'm mainly using the hosting space as a FTP area for clients as well as for some "Direct Downlod" Ebay stuff that I'm selling. As such I want to be able to limit access and/or find hosting that will dynamically generate user accounts/passwords.

3) Space - Honestly I'm looking for under 500 MB of space.

4) Cheap domain registration (can be a different company from hosting)

5) Cheap monthly rate.

    A friend of mine uses Dreamhost and likes it so much I'm considering moving to it. They also have very low rates considering the amount of disk space and bandwidth you're allotted.

    I use IX Webhosting, and it's got some really low rates, plus a free domain registration.

    The cheapest plan they have now is $4/month, and that offers POP as well.

    I'll second this, though they give you a tonne more space than it seems that you're looking for.

    Neat thing about them: you can tie your email accounts into your colossal storage. I've got space from a friend and y halo thar 30gig inbox.

    I'm using GoDaddy and have had some FTP problems with guest accounts.

    I'm going to move to Dreamhost next year and see how that goes.

    GoDaddy for the domain

    I ebayed my last hosting package, and got a great deal and was happy with it. Though your mileage may vary. $10 per YEAR for unlimited space, bandwidth, pop3 accounts, ect ect ect I got one with really good uptime, though I'd bet theres some with crappy uptime.

    Any suggestions for companies that don't charge a start-up fee? I was almost sold on Dreamhost but they charge something like $40 for setup unless you pre-pay for a year. Something I don't want to do.

    The host I use now for most of my sites (http://www.poehosting.com/) doesn't charge a setup fee for their cheaper plans. On the other hand, what you save that way you usually end up paying more for in monthly fees in my experience.
