what if your toaster asked you for a small business loan so it can open a food cart that sells a variety of toasted bagels and toppings and it swears this idea is a moneymaker but the toaster still hasn't paid you back for the last loan you gave it when it tried to open a food cart that sold toasted freezer waffles and toppings, but it just blew all that money at the track?

The thing about Tali is that she is useless... if you're thinking of her strictly as a military commander.
You don't necessarily want Tali ordering ships into battle. You want her handling the engines and running scans on the enemy shields to find a weakness you can use. There's a reason that she's there with the super-robot and the best thief in the galaxy as "Someone who can quickly hack a door controlled by ancient Reaper-backed technology while people are shooting at her." We didn't make her a success on that section out of pity.
Also there's the fact that she really hasn't been in a position to lead anyone for very long.
Her father is a very important commanding official in the migrant fleet but she's barely more than a kid at the time of ME2.
Her pilgrimage had just been two years ago, hadn't it? Seems like she has the potential to be a pretty good leader once she's got a lot more experience under her belt, but as it is she's awfully young to be commanding a squad.
