Actually all content (except dungeons?) locks you into a level range appropriate to keep it challenging, no matter what level you are.
I think mainly it's your personal story, and loots.
You are de-leveled for lower-level zones as well as lower-level dungeons. In order to be "sidekicked" (up-leveled) you have to actually be with a higher level friend in a higher level area (except in WvWvW, where everyone is automatically sidekicked to 80). In competitive (5v5) PvP you aren't just sidekicked up (which still leaves you at a bit of a disadvantage), you get true max stats and gear.
The main thing you get for being higher level is access to more areas/dungeons/story. Also, certain skill slots aren't available until certain levels, though I believe the last unlock is the Elite skill slot which is only at lvl30. It's unknown how Traits will be aquired (they are redoing the mechanic for it), but that may require you to travel. In that case, having a higher level will give you more options to specialize. It may also be that higher level gear gives you more options to customize your build.
Are there PVP servers? Wouldn't someone just have to be sidekicked with a max level to grief people?
The only open world pvp is going to be W3. One of the main ideas of the game is that people you see in the world should be seen as allies, not opposition.

There are no PvP servers. There's PvE zones where everyone plays nice and there's PvP areas (WvWvW and battlegrounds) where you kick people in the face.
I'd imagine griefing is going to involve groups who perform the minimum effort to qualify as participating in a dynamic event to fuck with the difficulty scale
That's fine, ANet will squash 'em. If there's one thing they have a proven track record of, it's supporting their games for long, long periods of time.
I dunno, the A.Net team has covered their bases pretty well. Somebody even asked what would happen if people tried to grief somebody in a scaleable open-world event by just standing around, not helping out, but making the number of foes expand. A.Net replied that they'd already thought of that and the events scale to the number of active participants, not just who is standing around.
Also, when you get entire co-ordinated groups of griefers in MMOs, it tends to be bored people waiting in line for a PvP queue or something. I'd hope those people would rather be in WvWvW messing around than painstakingly attempting to mess with the dynamic event AI.

I'm actually really impressed with how long they've supported GW without a monthly fee. Even with the pretty frequent expansions it's still pretty bad ass.

Well, it doesn't really have many (1?) more than, say, WoW, an even older game.
It would have if they had kept developing GW1. They were putting out chapters about a year apart, or less. After Nightfall they shifted to wanting to do GW2 though, so they scrapped their schedule and put out EotN to round off GW1.
Either way, I am glad to see GW1 continuing to be balanced and expanded with the new stuff (War in Kryta, etc).

Yeah, after they got done with Nightfall and started planning Utopia, they realized that their engine is a big pile of shit and they'd have to completely redo it.
Eh, sorta if you consider the recent major content releases expansions (War in Kryta, Hearts of the North, Winds of Change, the April Fools thing). A more specific point is that even though the game doesn't do subscriptions, they keep coming out with stuff to do on a frequent basis.
