That doesn't really make much sense because E isn't a skillshot. Also you get a ms buff from landing the Q. You can try dropping W behind them to slow them as well. I mean if you land the Q at max range you might not be able to follow up quick enough but you shouldn't really be taking anything in return so it's still good.
She's still free you should just keep trying because she is a boss.

Level her E first. It doesn't do the damage of other AOE spells. Still, it has amazing range and activates illumination. Also gives you vision, so never face check a bush. Combining her E with AA to activate illumination is a good way to last hit minions. There are a lot of different ways to go about it. Her E is also a great poke, able to hit many champions outside their range and on top of towers.
Her Q is her primary escape or setup for a spell combination. It has a fairly long cooldown and is best saved in case you need it to escape. You can also save a team member with it. Some people level Q first to maximize Lux's ability to do damage. Some people level her shield over it to conserve mana. Lux has bad mana, and will run out quickly if you are using more than her E in lane. No matter what rank, her Q will still snare two targets for the same duration and apply illumination. Also, the cooldown reduction from leveling Q doesn't make a large difference if you have full CDR. On the other hand, higher base damage. *shrug*
Her W doesn't shield a large portion of damage compared to others, but can refresh on the way back and can shield as many people as you can hit. If you level it first you'll be able to mitigate a lot more damage. It works well versus damage over time spells, and can be the difference in staying in lane or dying. During team fights, you want to try to make sure you throw it out at almost maximum range. That way you can hit a target and refresh the shield almost instantly. It makes it easier to land the initial and the refresh on more targets, and because it is a fairly small shield it will often get consumed almost instantly on targets taking damage. During later game team fights you can literally shield thousands of damage so don't forget it.
Her R has a low as hell cooldown. Twenty four seconds with full CDR at max rank. The early ranks aren't that long either. Fire it all the time. Her ultimate is meant to be used as often as you can. Piss the other team off, nail their carry so they have to hang back. Be a first class bitch with the thing. Great for sniping runners and stealing buffs.
The best thing to remember is that Lux is a ranged glass cannon. You never want to be up close and personal with the enemy, and you don't have to be. In team fights she works really well standing a good distance behind her team. To be honest her kit is really easy to use properly in team fights. Throw her shield out over your clustered team, snare enemies so they can't get away/catch allies, hit as many as you can with her AOE, and tag a carry the instant you can with her laser.
Really, it's all pretty basic. I feel a bit silly telling you this, because it quickly becomes apparent when you play her.
Edit: As far as summoner go, you can use a lot of them with good justification. Her mana is terrible, so you could run clarity, ugh. Flash is a good escape versus dps, but sometimes cleanse makes it easier for her to escape since it breaks her out of CC and lets her land her snare. Two people can land a stun on Lux and kill her, but you can cleanse out and snare them BOTH. I have honestly ran both on her. I also run teleport on her a lot. While her R has a huge range, it's not unlimited at all. Teleport can get you into some rather choice situations. Also, staying in lane and never leaving for more than a few seconds is great.

That's all pretty much on point, I just wanted to note that personally I harass like crazy with her E. It has an absurd range, good damage, and isn't overly expensive. It also has a pretty large aoe range so you can nail people with it a lot. Then you follow up with an AA and the damage really adds up. I like going catalyst on her because the basic damage on her E plus her passive is usually sufficient to last into mid game. For Boots I almost also go for the Ionian boots and then a morello's later on. (Sometime i'll build into the morello's first depending on the matchup)
The key is to stay the hell away from everything. You are going to be squishy, they are going to try and kill you. Stay away, use your Binding to help facilitate this and to protect your teammates in team fights. Use your shield liberally as well during team fights. Try and hit as many people as possible. It's especially great to use on people who have been ignited or have had other DoTs applied.
Between Ionian Boots, Morello's and your masteries you should have CDR covered (I hardly ever get blue in mid so I tend not to rely on it) Use your Laser frequently, make them afraid of it. Use it before a teamfight, halfway through and to pick up runners.
Final build is usually something like:

I really like Lichbane on her because of how amazing it works with her passive. During the lane try and mix in your AA with your abilities. If you land a binding, toss your Orb on them, AA them, explode the orb, AA them again, etc.
Also your Laser will automatically use up and reapply illumination, so you can binding, toss Orb, Fire Laser, AA, pop orb and AA. With Lichbane that is an obscene amount of damage.
Obviously that is in a perfect world but as you get better landing her skillshots you can pull of some pretty crazy stuff.
*Edit* Also you can start Tear on her and build it into an Archangel's later. But I find that she is already squishy enough. I like the dependability of the Rod of Ages personally, but feel free to play her however feels best for you.
