Dear Ms. Manners,
I rent the second floor of an old, two-floor house in a relatively small town. The landlord is a nice old man who lives downstairs, and behind the house is a garage which is also rented out. My garage-neighbor seems to be some sort of radio enthusiast. There is a large antenna on each of his cars and an even larger, two-story antenna (which looks like several metal poles lashed together) that runs up the back of the house, and consequently right past my bedroom.
After moving in to the apartment I began to notice interference on my TV. I have two older pc speakers attached to the television for watching movies, and it wasn't long before I began to hear voices coming from the speakers. After ruling out ghosts (using all of the usual methods) I noticed that the interference on the TV would always occur at the same time as the voices from the speakers.
As you've probably guessed, the voice belongs to my garage-neighbor.
I was able to ignore this for the last few months, but I recently built a new computer. The monitor that I chose has speakers, and so now I have my neighbor chatting me up while I'm trying to get work done. What's more is that the interference is also messing with my wired keyboard. It still sounds crazy, but there have been nights when I've been able to sit at my computer and watch as my keyboard would either stop responding or repeat letters, and it would only happen when I could hear my neighbor's voice through my monitor.
Suffice it to say, I've had enough.
What's the best way to go about fixing this? My thought is that since he's the one causing the interference, he should provide the remedy. I'm hesitant to get the landlord involved, or anger him in any way, given that he knows where I sleep, but this needs to stop. My first step will probably be just to talk to him, but how do I do that without sounding crazy? And if he refuses? Would getting the landlord involved be the next step, or should I go digging in the town ordinances?
