i'm not going to say that the people who did are irredeemable hitlers or anything, because mordin's loyalty mission so perfectly illustrates how heavy the decision was and how it has stuck with him ever since.
but the krogan are still suffering from a slow, horrific extinction because of other more advanced civilizations constantly meddling with their species.
so yeah you could probably convince me that it was a necessary evil, but it was still an evil act.

But Mordin tells us the Salarians are keeping pretty close track on Krogan numbers, and they don't seem like the types to forget to subtract "Krogan deaths through violence" in their numbers. You'd think they'd have a pretty good idea by now if the Krogans are actually dying out or not, and they don't seem to think they are.

Wrex only says that in the first game. And then, only until Virmire, when he's confronted with a sudden flash of hope, which forces him to realize that he still does care about his species, no matter how hard he's tried to forget.
See, the thing is, their race really isn't doomed at all. They're just very fatalistic because of what the genophage has done to them. But Wrex is proving that things can get better, and thanks to him they are.
The biggest problem with the genophage is that, culturally, they have not yet adapted to a way of life that they can afford. If Wrex has his way, that's going to change.
